International Humanitarian Law
The
Fourth Course on International Humanitarian Law (IHL)
was held on January 28 and 29, 2010 and
the next day there was a Special Session of the
Committee on Juridical and Political Affairs on IHL.
The two events were organized in fulfillment of
resolution AG/RES. 2507 (XXXIX-O/09) titled
“Promotion of and Respect for International
Humanitarian Law,” and were sponsored by the
Department of International Law (DIL) in
coordination with the International Committee of the
Red Cross (ICRC).
The fourth course on international humanitarian law
(IHL) was offered to personnel of the permanent
missions and the General Secretariat and other
international humanitarian law scholars. It lasted
one day and covered topics of great importance for
diplomats, other professionals, and those interested
in this area of law.
The course included an introduction to international
humanitarian law and the topic of IHL and other
norms in cases of armed conflict and other
situations of violence. The professors who taught
the course came from the University of Notre Dame
Law School, the International Commission of Jurists
in Central America, and ICRC representatives.
The special session of the CAJP was attended by
delegations from the member states, experts from the
ICRC and the Inter-American Juridical Committee.
The member states presented progress reports for
2009 regarding the application of the Geneva
Conventions and domestic measures implemented to
carry out the obligations assumed in the instruments
adopted. In addition, the Inter-American Juridical
Committee (CJI) reported on the General Assembly
mandate for preparation of a model law on IHL and
various panelists presented efforts undertaken by
the OAS, the United Nations, and the ICRC, analyzing
their similarities, differences, and
complementarities.
The DIL prepared the report on the session, which
was distributed as document
CP/CAJP-2807/10.
