Decentralization and Reform of the Water Sector

Summary: Decentralization can be viewed as a strategic intervention and can be approached through a “Separation of Functions.” The three functions are provision of services, policy making, and regulation. These functions should be delegated to different organizations. The decentralization of providing services is a tactical decision that varies according to each country’s size and needs.
