ON THE OCCASION OF THE XXXIV REGULAR SESSION OF THE GENERAL ASSEMBLY OF THE ORGANIZATION OF AMERICAN STATES (OAS)

On behalf of the Office of the United Nations High Commissioner for Refugees (UNHCR), I would like to thank all Member States of the Organization of American States (OAS) for the interest they have shown in the protection of asylum seekers, refugees and other persons in need of protection, and the search for durable solutions.

It is very encouraging for my Office that this humanitarian commitment for the victims of persecution, intolerance, armed conflict, and mass violations of human rights, is duly reflected in the resolutions relating to refugees and internally displaced persons to be adopted by this very General Assembly.

In a region where fortunately no mass influxes of refugees are taking place, there are however some situations of tension which generate forced displacement of people.

My Office values and acknowlegdes the efforts made by countries in the region to continue providing international protection to those who are in need and deserve it, in many cases in spite of difficult socioeconomic conditions. Indeed, the hosting countries require more technical and financial resources, as well as the strong support of the international community, to deal with an increasing number of asylum seekers and refugees. Today, the challenge is how to preserve the humanitarian space in the Americas, to strike a due balance between legitimate interests of national security, regional stability and the fight against terrorism, and the humanitarian concerns of those who need and deserve protection.

UNHCR thanks all countries represented here for the humanitarian assistance and protection they have provided to refugees and other persons under the competence of my Office, and reiterates its commitment and willingness to continue supporting them in the fulfilment of their international commitments in favour of those who are in need of and deserve protection.

In a Continent with a long and generous tradition of asylum, where priority has been given to creative and innovative regional approaches, UNHCR attaches great importance to this regional forum, and wish you success in the deliberations that will take place within this General Assembly.
