OEA/Ser.G CP/RES. 780 (1257/00) 1 December 2000 Original: Spanish CP/RES. 780 (1257/00) SUPPORT FOR THE PROCESS OF NEGOTIATIONS BETWEEN THE GOVERNMENTS OF BELIZE AND GUATEMALA THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES, TAKING INTO ACCOUNT: That in the Charter of the Organization of American States, the member states reaffirm the principle that "controversies of an international character arising between two or more American States shall be settled by peaceful procedures"; and That, "strengthening of peace and security in the continent" and "ensuring the peaceful settlement of controversies which may arise between member states" are included among the essential objectives of the OAS Charter; RECOGNIZING: That the Governments of Belize and Guatemala have initiated a bilateral conciliation process seeking a definitive solution to the existing territorial differendum between both states; That both governments have respectively appointed Facilitators to assist the Governments of Belize and Guatemala to find formulae for a peaceful and definitive resolution of the territorial differendum between the two countries; That said governments have resorted to the Organization for support for their efforts, and have requested the Secretary General to serve as witness of honor and to support the process with services from the Secretariat; That said governments have agreed that all issues related to the territorial differendum will be addressed by both parties solely within the framework of this process while it is under way, to the exclusion of any other political, diplomatic, or juridical forum; and That said governments have also agreed that, in order to protect and consolidate this process, both parties will exercise caution and restraint in the treatment of all issues-related to the differendum and, in particular, they will cooperate to avoid incidents on the ground conducive to tension between them, RESOLVES: To salute and support the decision of the Governments of Belize and Guatemala to seek a solution to their differences through dialogue, demonstrating their desire for peace and their commitment to the principles of the Charter of the Organization. To establish, within the Peace Fund, set up by resolution AG/RES. 1756 (XXX-O/00), a specific subfund entitled "Support for the Negotiations between Belize and Guatemala," for financing the costs of the work of the panel of facilitators in the dialogue between Belize and Guatemala. This specific subfund will be administered solely in accordance with the provisions of this resolution and in accordance with Articles 69 to 77 of the General Standards to Govern the Operations of the General Secretariat and other provisions for the administration of resources entrusted to the OAS General Secretariat. To request the Secretary General to continue lending his assistance to facilitate and promote the process initiated between the two governments, and to request, from member states and observers, contributions to the specific subfund to finance the costs associated with the above. To invite all member states, permanent observers, multilateral institutions, and other potential donors, as defined in Article 69 of the General Standards to Govern the Operations of the General Secretariat, and in accordance with other norms and regulations of the Organization, to contribute to said specific subfund. To invite the Secretary General to administer this specific subfund in accordance with the General Standards to Govern the Operations of the General Secretariat and with other provisions for the administration of resources entrusted to the OAS General Secretariat, and to report to the Permanent Council on the implementation of this resolution.
