The Retirement and Pension Plan (Plan) of the Organization of American States (OAS) was conceived as a means to protect the staff members of the then Pan American Union, later the OAS General Secretariat, in their old age after retirement. Created in 1928, the Plan preceded many of the social achievements of the international civil service community and even quite a few of the social security programs in the Americas. As a result of innovations introduced in the course of its more than 75 years of operation, the Plan has remained a modern and progressive instrument.

Although initially established for the benefit of the staff of the General Secretariat, over the years the staffs of other institutions of the Inter-American System have been allowed to participate in the Plan under special agreements. At present the staff of the following institutions participate: the Inter-American Institute for Cooperation in Agriculture, the Inter-American Defense Board, the Inter-American Indian Institute, the Pan American Institute of Geography and History, and the Inter-American Court of Human Rights.

The Plan is under the responsibility of the Retirement and Pension Committee (Committee) composed of three Trustees: a member elected by the Permanent Council of the OAS, the Secretary General of the OAS or his representative, and a staff member of the OAS elected by the participants in the Plan. Each of the Trustees has an Alternate Representative appointed or elected in the same way as the principal Trustee.

On the recommendation of the Committee, the Secretary General appoints the Secretary-Treasurer who, with small qualified technical and administrative staff, is responsible for the administration and management of the Retirement and Pension Fund (Fund). The Secretary-Treasurer performs his duties under the overall authority of the Committee and in accordance with the terms of the Plan and the policies and procedures approved by the Committee.
