EXECUTIVE ORDER No. 85-2
SUBJECT:  ETHICS COMMITTEE

 

THE SECRETARY GENERAL,

    In exercise of the powers conferred upon him by Articles 115 and 119 of the Charter of the Organization and Articles 8 and 11 of the General Standards to Govern the Operations of the General Secretariat,

RESOLVES:

First: There shall be an Ethics Committee to oversee the interpretation and application of policies with respect to ethics of conduct and conflicts of interest in the General Secretariat, and to advise the Secretary General thereon.

The Committee shall be primarily responsible for advising the Secretary General whenever he must determine whether a particular connection constitutes a conflict of interest under Staff Rule 101.7(b) or unethical conduct under the standards and regulations of the General Secretariat. The Committee shall discharge its responsibility by:

1. Reviewing the statements submitted by staff members under Staff Rule 101.7 and, in the light of the policies with respect to ethics of conduct and conflicts of interest, recommending appropriate action to the Secretary General.

2. Examining any possible or alleged violations of the policies with respect to ethics of conduct and conflicts of interest brought to its attention by the Secretary General or by any member of the Committee, and recommending appropriate action to the Secretary General.

Second: The Ethics Committee shall be composed of the following members:

- The Assistant Secretary General, who will be its Chairman,

- The Assistant Secretary for Legal Affairs,

- The Assistant Secretary for Management, and

- The Director of the Department of Human Resources.

The members may not delegate their responsibilities.

The Ethics Committee shall adopt its own rules and procedures and may consult such experts as it deems necessary.

Third: Repeals and Amendments. This Executive Order supersedes all present norms, rules, regulations and practices of the General Secretariat to the contrary and expressly repeals Secretary General Memorandum No. 89/77, dated July 6, 1977, and Secretary General Memoranda 105/81 through 108/81. All provisions in Administrative Memorandum No. 58 Rev. 1, dated September 20, 1977, inconsistent with the provisions of this Executive Order are also hereby repealed.

Fourth: Effective Date. This Executive Order shall take effect on the date on which it is signed.
