EXECUTIVE ORDER No. 82-3
SUBJECT: EXECUTIVE SECRETARIAT FOR ECONOMIC AND SOCIAL AFFAIRS

 

THE SECRETARY GENERAL,

    In exercise of the powers conferred upon him under articles 115 and 119 of the Charter and articles 4, 8, and 11 of the General Standards, and

CONSIDERING:

    That, by resolution AG/RES. 561 (XI-O/81), the General Assembly authorized the Secretary General to modify the programs and structure of the General Secretariat, in order to adapt them to the present needs of the Organization, and

    That it is appropriate to implement the modifications of the programs and structure of the General Secretariat in accordance with the "Plan of Action for Reorganizing the General Secretariat of the Organization of American States" (OEA/Ser.G/CP/doc. 1251/82 rev. 1), presented to the Permanent Council on April 12, 1982,

RESOLVES:

    That the Executive Secretariat for Economic and Social Affairs shall have the organizational structure and the responsibilities and functions established in this Executive Order.

I. ORGANIZATIONAL STRUCTURE

        In adherence to the economic and social standards set forth in chapters VII and VIII, respectively, of the Charter of the OAS, and activities of the Inter-American Economic and Social Council enumerated in Chapter XV of the Charter, the Executive Secretariat for Economic and Social Affairs shall be organized as follows:

        A.    Office of the Executive Secretary for Economic and Social Affairs (incorporating the responsibilities and functions of the former Liaison Office).

        B.     Department of Economic Affairs (formed by merging the former Department of Institutional Development and Financial Resources and the former Program of International Trade and Tourism).

        C.     Department of Social Affairs (formed by merging the former Department of Social Development, Food, and Human Resources and the former Program of Labor and Manpower).

        D.     Department of Regional Development (hitherto called the Department of Regional Development, Energy, and Natural Resources).

        An organizational chart of the Executive Secretariat for Economic and Social Affairs is appended to this Executive order, and is a part thereof.

II. RESPONSIBILITIES AND FUNCTIONS

A. OFFICE OF THE EXECUTIVE SECRETARY FOR
ECONOMIC AND SOCIAL AFFAIRS

1.    Responsibilities

       a.    Advisory:     Serves as the principal staff advisory office to the Secretary General, the Assistant Secretary General, and the Executive and Assistant Secretaries on all matters pertaining directly or indirectly to the economic and social activities of the Organization. Serves as the principal staff advisory office to the Chairman and members of the Inter-American Economic and Social Council (CIES), its Permanent Executive Committee (CEPCIES), its Special Committee for Consultation and Negotiation (CECON) and other subsidiary bodies, and to the Specialized Conferences in its sphere of competence. Maintains contacts with other international, regional, and subregional organizations working in the economic and social fields.

        b.    Normative:     Sets policy and guidelines for the economic and social area and verifies their execution. Directs all the planning, programming, and budgeting of the area.

        c.    Service:     Serves as secretariat of CIES and of CEPCIES, CECON, and other subsidiary bodies and of the Specialized Conferences in its sphere of competence. Plans, directs, and coordinates the activities of the Executive Secretariat.

2.      Functions

            Plans, organizes, coordinates, directs, and controls the overall activities and operations related to economic and social affairs and regional development and coordinates the preparation of all studies and documents in support of its technical responsibilities to the political bodies and the functions set forth in the statutes of the Inter-American Emergency Aid Fund (FONDEM). Negotiates with governmental or private entities and organizations as necessary for the execution of the projects and activities of the area's departments and centers.

B. DEPARTMENT OF ECONOMIC AFFAIRS

1.     Responsibilities

        a.    Advisory:     Serves as the principal advisory office to the Executive Secretary for Economic and Social Affairs on all matters pertaining to economic activities and issues, particularly those related to international and regional trade, export development, tourism, and development finance and external debt. Also serves as adviser on matters related to the private sector.

        b.    Service:       Provides technical assistance and training, conducts applied research, organizes technical meetings, and gathers and distributes information and data in the areas of competence of the Department, particularly in the fields of international trade, trade development, tourism development, and development finance and external debt management. These technical services are especially directed towards assisting member states in strengthening their institutional base and their operational capacity to formulate, coordinate, and execute policies, projects, and programs. The Department is also responsible for direct technical services provided in conjunction with the private sector. The Department prepares technical reports and studies within its area of competence.

2.      Functions

        a.    Policy Formulation and Execution:    Advises the Executive Secretary for Economic and Social Affairs on all matters of policy, programming, and execution within the competence of the Department. Studies economic development problems and issues and suggests alternative solutions as requested. Serves as technical secretariat of CECON, the Inter-American Travel Congresses, and the Inter-American Statistical Conferences.

        b.    Project Execution:     Executes plurinational, regional, and national technical cooperation and training projects as set forth in the approved Program-Budget. Promotes and facilitates horizontal cooperation and acts as executing agency for projects financed from outside sources, all within its area or competence. Prepares plans of operation, supervises and controls field and headquarters project activities, and assigns responsibilities to personnel. Promotes and carries out regional training and research activities in support of its direct services, including the operation of its inter-American centers, CICOM, CICATUR, CIENES, CICAP, and CIET. Is also responsible for the OAS/AICO information project on trade and any other similar project in its area of responsibility that may be assigned to it.

        c.    Service:     Provides technical support to CIES and its subsidiary bodies, and to CECON, the Inter-American Travel Congresses and the Inter-American Statistical Conferences. Provides support to member states participating in regional or subregional agreements within its area of competence. Prepares technical material and documents related to its area of competence.

C. DEPARTMENT OF SOCIAL AFFAIRS

1.      Responsibilities

        a.    Advisory:    Serves as the principal advisory office to the Executive Secretary for Economic and Social Affairs on all matters related to social development and human welfare, including living standards and conditions, income and employment, nutrition, communities, and forms of organization for self-betterment.

        b.    Service:     Provides technical assistance, training, and institutional support and applied research, and conducts technical meetings to strengthen the social aspects of development and the labor sector. Assists in the design and implementation of policies and the preparation and execution of projects with emphasis on manpower planning, employment generation, skills training, social security and occupational safety, migration, community development, cooperatives, food distribution, shelter, and related social projects in these areas within the informal sector.

2.     Functions

        a.    Policy Formulation and Execution:    Advises the Executive Secretary on all matters related to policy, programming, and execution within the competence of the Department. Serves as technical secretariat to the Inter-American Conference of ministers of Labor. Provides services as required for the Inter-American Conference of Ministers of Agriculture. Develops and maintains cooperative working relations with the International Labor Organization and other international agencies, with appropriate national institutions working in the social and labor field, and with other areas of the General Secretariat.

        b.    Project Execution:     Executes plurinational, regional, and national technical cooperation projects as set forth in the approved Program-Budget. Promotes and facilitates horizontal cooperation and acts as executing agency for projects financed from outside sources, all within its area of competence. Prepares plans of operation, supervises and controls field and headquarters project activities, and assigns responsibilities to personnel. Promotes and carries out regional training and research in support of direct services, including the operation of the Inter-American Center for Social Development (CIDES).

        c.    Support:     Provides technical support to CIES and its subsidiary bodies and to the Inter-American Conference of Ministers of Labor and to the Inter-American Conference of Ministers of Agriculture, as well as to other inter-American or international conferences that may be convened to discuss matters within the Department's area of competence; provides support to member states participating in regional or subregional agreements within its sphere of competence; prepares technical materials and documents related to its area of responsibility.

D. DEPARTMENT OF REGIONAL DEVELOPMENT

1.      Responsibilities

        a.    Advisory:     Serves as the principal advisory office to the Executive Secretary for Economic and Social Affairs on regional development, energy, natural resources, infrastructure, and the environment as integrated socioeconomic actions related to specific geographical areas at all scales and levels of spatial organization.

        b.    Services:     Provides technical assistance, institutional support, and research and training services for the integrated development of specific regions or areas, for the promotion and rational use of energy and natural resources, and for the planning of environmental management.

2.      Functions

        a.    Policy Formulation and Execution:    Advises the Executive Secretary for Economic and Social Affairs on all matters of policy and programming within the competence of the Department. Develops and maintains contact with the specialized organizations of the OAS and with other international agencies, appropriate national institutions, and with other areas of the General Secretariat.

        b.    Project Execution:     Executes plurinational, regional, and national technical cooperation and training projects as set forth in the approved Program-Budget, using a pre-investment method and a regional development approach. Promotes and facilitates horizontal cooperation and acts as executing agency for projects financed from outside sources, all within its area of competence. Prepares plans of operations, supervises and controls field and headquarters project activities, and assigns responsibilities to personnel. Promotes and carries out regional training and research activities in support of direct services, including the operation of its inter-American centers, CIDIAT and CINDER.

        c.    Support:     Provides technical support to CIES and its subsidiary bodies and to other inter-American or international conferences that may be convened to discuss matters within the Department's area of competence. Provides support to member states participating in regional or subregional agreements within its sphere of competence. Prepares cartographic material and designs publications and documents within its area of responsibilities.

III. AMENDMENTS AND REPEALS

    A.    In all other Executive Orders and administrative issuances, the terms "Department of Social Development, Food and Human Resources" and "Program of Labor and Manpower" should be understood as referring to the Department of Social Affairs; the term "Department of Regional Development, Energy, and Natural Resources," as referring to the Department of Regional Development; the terms "Department of Institutional Development and Financial Resources" and "Program of Commerce and Tourism," as referring to the Department of Economic Affairs; and the term "Liaison Office," as referring to the Office of the Executive Secretary for Economic and Social Affairs.

    B.    This Executive Order supersedes all present norms, regulations, and practices of the General Secretariat to the contrary and expressly repeals the following issuances:

IV. TRANSITORY PROVISIONS

    A.    The Department of Economic Affairs shall administer the projects that involve direct services in planning, statistics and the public sector; these projects shall be considered to be completed as of 1984.

    B.    The Department of Regional Development shall administer agricultural and rural development projects until they are transferred to IICA.

V. EFFECT

    This Executive Order shall take effect on the date on which it is signed.
