TENTATIVE PLAN OF ACTIVITIES FOR 1997 AND 1998 PROGRAM FOR INTER-AMERICAN COOPERATION IN THE FIGHT AGAINST CORRUPTION

I. IN THE LEGAL AREA

1. Prepare and initiate implementation of a strategy to secure the signature and ratification of the Inter-American Convention against Corruption.

2. Continue the compilation of national laws of the member states.

3. Design an electronic system for recording legal information and other data relating to the Organization's anticorruption activities, and enter the data on the laws compiled.

4. Formulate an approach to the comparative study of national laws, and initiate such studies.

5. Begin compiling codes of conduct for public officials and initiate a comparative study of those codes.

6. Begin to study the problem of the laundering of assets derived from corruption.

II. IN THE INSTITUTIONAL AREA

1. Identify the institutions in each member state whose activities are linked to anticorruption efforts.

2. Hold a meeting of national institutions responsible for fighting corruption, at which they will share experience, plan joint actions as necessary to implement the preventive measures provided for in Article III of the Inter-American Convention against Corruption and in model laws on illicit enrichment and transnational bribery, and assess what they need to facilitate their work.

3. Begin preparation of a draft plan for strengthening institutions responsible for fighting corruption, in consultation with member states and with the participation of the institutions themselves.

4. Set up a support system for institutions responsible for fighting corruption.

III. IN THE INTERNATIONAL AREA

1. Establish mechanisms for sharing information and experience with international agencies that have been engaged in fighting corruption.

2. Establish the basis for defining means of coordination with these other international agencies.

3. Hold a seminar with international agencies involved in fighting corruption, to pave the way for coordinated efforts.

IV. IN CIVIL SOCIETY

1. Establish mechanisms for sharing information and experience with private organizations interested in fighting corruption.

2. Identify professional associations whose activities are related to the fight against corruption.
