High Level Seminar to Commemorate the Fiftieth Anniversary of the Geneva Conventions of 1949:
An Assessment of and Perspectives on International Humanitarian Law in the Americas

Background

The countries of the Americas have long taken an interest in International Humanitarian Law. Recognizing the importance of this issue in the legal development of Americas, the General Assembly has repeatedly called on Member States to observe and enforce the standards established in the 1949 Geneva Conventions. (See AG/RES. 1335 (XXV-O/95), AG/RES. 1408 (XXVI-O/96), AG/RES. 1503 (XXVII-O/97) and AG/RES. 1565 (XXVIII-O/98)).

In 1999, the General Assembly continued their work in this area by passing Resolution 1619 (AG/RES. 1619 (XXIX-O/99). This resolution, among other things, invited the Permanent Council to work with the International Committee of the Red Cross (ICRC) in the development of a high-level seminar to commemorate the Fiftieth Anniversary of the signing of the Geneva Conventions. The Permanent Council, through its Committee for Juridical and Political Affairs and with the support of the Department of Legal Cooperation and Information of the General Secretariat of Organization of the American States (GS/OAS), has worked closely with the ICRC in the development of this seminar.
