F. Persons in particularly vulnerable situations: Regarding children and adolescents, the IACHR urges the Mexican State to: 46. Implement and strengthen measures to fulfill the duty to act with due diligence to prevent, punish and erradicate violence against children and adolescents, including concrete efforts to fulfill the obligations to prevent, investigate, punish and repair human rights violations and consider the coresponding aggravating factors related to the age of the victim.
