Este proyecto es fruto de una larga e intensa colaboración entre el Centro Internacional para la Prevención de la Criminalidad (CIPC) y la Cámara de Comercio de Bogotá relacionada específicamente con el tema de la prevención del delito. En particular, el CIPC ha colaborado con la dirección de seguridad ciudadana y empresarial de la Cámara de Comercio de Bogotá brindado su experticia para el mejoramiento de los programas y estrategias en materia de prevención de la criminalidad desde una perspectiva internacional creando herramientas e insumos. En enero de 2015, las dos organizaciones formalizaron un acuerdo de colaboración que tiene como objetivo realizar un seguimiento con estándares internacionales de las acciones, programas y estrategias de la Dirección de Seguridad de la Cámara de Comercio de Bogotá y proveer de insumos técnicos, documentales y de formación a dicha organización. En ese sentido, el documento aquí presentado se constituye como un avance en los insumos previos de búsqueda de mejores y más eficientes prácticas y estrategias en materia de prevención del delito que pueda alimentar a la Cámara de Comercio en el diseño de sus estrategias y programas de seguridad en el largo plazo.

 

All countries strive to ensure safety and security for their citizens and to increase the quality of their lives. The guidelines on crime prevention developed by the United Nations incorporate and build on years of experience and experiments in responding to these problems. Such experience has shown that countries can build safer communities using practical, concrete approaches that are very different from, and less costly than repressive and deterrent reactions and responses.

The PreJuve Project, which is also being implemented in SICA. This initiatives includes the development of national plans and strategies for the prevention of violence involved children, adolescents and youth.

The proposal is the use the City of Belmopan to conduct the first ever Safer City Pilot Project in Belize. The Safer City initiative will be aimed at the proper management of public spaces and city streets to ensure safer neighbourhoods thus making the City of Belmopan a more difficult target for those who commit crime.

The Belize Crime Observatory is an initiative that started in 2010 by the then Ministry of Police and Public Safety. This initiative continued under the Ministry of National Security and after a series of studies, meetings and partnership engagements, this initiative became a reality. This observatory on crime and violence, would take on the key functions of analyzing data provided by the police and other sources, applying this analysis to policy and program development, implementation, and monitoring. The observatory would also serve as a single unit that integrates technical knowledge about crime and violence issues, data management (conceptual and technological), policy requirements (national and international), and networking with other observatories and data systems (e.g. UNODC, OBSICA). In addition to making crime data available in an organized, regular manner, a key function of the observatory would be to disseminate analysis of this data. It would serve as a single point of contact for all requests on crime data – whether from Belizean stakeholders, other Government of Belize Ministries, project reporting requests, international data tracking, etc. These requests were handled in a case-by-case manner, which caused some delays and duplication.
