Los temas a discusión en este portal ya han sido analizados por múltiples actores. En este repositorio la SG/OEA reúne algunos de ellos, como una contribución más a la discusión. Este repositorio tiene dos secciones: En la de Políticas integraremos información sobre políticas relevantes a los temas a debate que estén siendo implementadas por los Estados Miembros, Estados Observadores y otros Estados del mundo. En la de Estudios incluiremos análisis, informes y reportes publicados por instituciones académicas, centros de pensamiento, organizaciones internacionales y multilaterales, organizaciones no gubernamentales y entes privados, todos ellos de reconocido prestigio, que sean relevantes para la conversación. La OEA publicará estos artículos e informes en su idioma original.

COVID-19 cases have grown rapidly in a growing number of countries, triggering bold policy responses. This document focuses on containment and mitigation measures to flatten the peak of COVID-19and thus decrease as much as possible its huge strain on health care systems. The brief explains what containment and mitigation measures are, why there is a need to adopt a package of measures to enhance their overall impact, and then presents evidence on the relative effectiveness of each main measure, drawing from previous episodes of epidemic outbursts, largely to inform on a possible exit strategy once the virus is under control. El Ministerio de las Mujeres, Géneros y Diversidad del Gobierno de Argentina ha puesto en marcha una serie de medidas para enfrentar el COVID-19 desde un enfoque de género y diversidad, incluyendo medidas de asistencia integral ante situaciones de violencia por motivos de género, medidas específicas de articulación interinstitucional e intersectorial en situaciones de violencia, fortalecimiento de lazos comunitarios y solidarios para la prevención y asistencia de situaciones de violencia, recomendaciones y acciones en materia de cuidados durante el aislamiento social preventivo y obligatorio, medidas especiales para niñxs y adolescentes y población LGBTI+ durante el aislamiento social, medidas para promover la participación social y ciudadana a través de dispositivos virtuales y difusión de contenidos culturales para la igualdad de género.

Las medidas adoptadas, individualmente o en combinación según el contexto, deberían implementarse lo antes posible después de la determinación del escenario de transmisión. Considerando la experiencia en países, en regiones de la OMS distintas de las Américas, que han experimentado diferentes escenarios de transmisión desde el comienzo de la pandemia, parece prudente planificar la implementación de medidas durante, al menos, dos o tres meses.

The COVID-19 crisis has heightened the dangers posed by the global trade in counterfeit pharmaceutical products. Serious health and safety issues arise when people order fake medicines online.

To help governments combat the trade in fake medicines, and the OECD and the European Union Intellectual Property Office (EUIPO) have joined forces to provide policy makers with solid empirical evidence about the value, scope and trends of the trade, which causes significant economic damage as well as risks to health and safety.

Supporting people and companies to deal with COVID-19

The unfolding COVID-19crisis is challenging people, households and firms in unprecedented ways. Containing the pandemic and protecting people is the top priority. But disrupted supply chains, containment measures that are limiting economic and social interactions and falling demand put people’s jobs and livelihoods at risk. An immediate employment and social-policy response is needed. Reducing workers’ exposure to COVID-19in the workplace and ensuring access to income support for sick and quarantined workers are essential. Working parents need help with unforeseen care needs as schools are closing and elderly relatives are particularly vulnerable. Short-time work schemes can help protect jobs and provide relief to struggling companies, as evidenced during the last financial and economic crisis. Workers who lose their jobs and incomes, including those in non-standard forms of employment, need income support. As companies are suffering from a sharp drop in demand, rapid financial support through grants or credits can help them bridge liquidity gaps. Many affected countries introduced or announced bold measures over the last days and weeks, often with a focus on supporting the most vulnerable who are bearing a disproportionate share of the burden. This note, and the accompanying policy table, contributes to evidence-sharing on the role and effectiveness of various policy tools.

Global Operation sees a Rise in Fake Medical Products Related to COVID-19/INTERPOL

Counterfeit facemasks, substandard hand sanitizers and unauthorized antiviral medication were all seized under Operation Pangea XIII, which saw police, customs and health regulatory authorities from 90 countries take part in collective action against the illicit online sale of medicines and medical products.

The operation resulted in 121 arrests worldwide and the seizure of potentially dangerous pharmaceuticals worth more than USD 14 million.

Response to COVID-19 Outbreak in the Region of the Americas

PAHO has launched an Appeal to donors & partners to scale-up the capacity of the countries of the Americas to respond to COVID-19. The response strategy outlined in this Appeal has two main objectives: slow down the transmission of the virus and mitigate the health impact of COVID-19 in the Region.

An initial US$94.8 million are needed to support critical response efforts in countries most in need of help until September 2020. As this outbreak evolves, needs are likely to increase and the estimated financial requirements will be adjusted accordingly.

The OECD Report indicates the impact of the Covid-19 outbreak on economic prospects is severe. It says the global economy faces its biggest danger since the financial crisis of 2008. Containing the epidemic and protecting people is the priority, the OECD says, while analyzing the impact in the economy. Growth was weak but stabilising until the coronavirus Covid-19 hit. Restrictions on movement of people, goods and services, and containment measures such as factory closures have cut manufacturing and domestic demand sharply in China. The impact on the rest of the world through business travel and tourism, supply chains, commodities and lower confidence is growing.

El actual brote de COVID-19 ha provocado estigmatización social y comportamientos discriminatorios contra personas de determinados orígenes étnicos, así como contra cualquier persona que se considere que ha estado en contacto con el virus.

La estigmatización puede socavar la cohesión social y provocar el aislamiento social de grupos de población, lo que podría contribuir a que las probabilidades de propagación del virus sean mayores, no menores. Esto puede dar lugar a problemas de salud más graves y a dificultades para controlar un brote de la enfermedad.
