Los temas a discusión en este portal ya han sido analizados por múltiples actores. En este repositorio la SG/OEA reúne algunos de ellos, como una contribución más a la discusión. Este repositorio tiene dos secciones: En la de Políticas integraremos información sobre políticas relevantes a los temas a debate que estén siendo implementadas por los Estados Miembros, Estados Observadores y otros Estados del mundo. En la de Estudios incluiremos análisis, informes y reportes publicados por instituciones académicas, centros de pensamiento, organizaciones internacionales y multilaterales, organizaciones no gubernamentales y entes privados, todos ellos de reconocido prestigio, que sean relevantes para la conversación. La OEA publicará estos artículos e informes en su idioma original.

OIT: Liberar a más de 150.000 marinos atrapados a bordo de buques a causa de la COVID-19

En una declaración conjunta  realizada el 22 de mayo por la Organización de Aviación Civil Internacional (OACI), la Organización Marítima Internacional (OMI) y la OIT instaron a que se reconozca a la gente de mar como trabajadores esenciales. Ello eximiría a la tripulación de las restricciones de viaje y facilitaría su incorporación a los buques o su salida de ellos.

Carissa Etienne aseguró que "el tiempo es crítico. A nivel nacional o local, debemos abrir gradualmente, adoptando un enfoque escalonado que se base en una sólida vigilancia, datos y una mayor capacidad de seguimiento de contactos y pruebas". Si la situación cambia y las infecciones aumentan, las localidades y los países deben ajustar el rumbo rápidamente, añadió.

The contribution of USD$5.3 million will benefit a total of fifteen Caribbean countries including Trinidad and Tobago. Overall, the collaboration will support increased access to Personal Protective Equipment and other critical supplies to assist countries in their efforts to save lives and limit the human-to-human transmission of the COVID-19 Pandemic, focusing on populations experiencing marginalization or vulnerability, including health care workers.

WHO chief and former health minister of Ethiopia said many countries are finding it difficult to obtain concentrators, as 80 per cent of the market is owned by just a few companies.  Demand is outstripping supply.

To ease shortages, WHO is buying them for countries that need them most, he said, and ongoing talks with suppliers have led to the purchase of 14,000 concentrators, which WHO will send to 120 countries in the coming weeks.  WHO has identified a further 170,000 that can be available over the next six months, at a value of $100 million. 

WHO Reports Largest Single Day Increase in COVID-19 Cases

The largest single-day increase in coronavirus cases was reported over the course of Sunday, registering more than 183,000 new infections in 24 hours, bringing the total to some 8.8 million cases worldwide, with more than 465,000 deaths.

“It seems that almost every day we reach a new and grim record”, said Director-General Tedros Adhanom Ghebreyesus, addressing journalists on Monday at the UN health agency’s latest media briefing.

MigApp is IOM’s global app for migrants. A quarter of its users are in North America, Central America and the Caribbean.

A new section in Migapp’s Medical tab highlights official health recommendations to prevent the virus’ spread.  News and Migration Tips sections are updated to capture changes across countries—such as border restrictions, COVID-19 hotlines or migration status changes. 

MigApp also features mini surveys, which allow IOM to run simple questions to better understand the issues affecting migrants.

Central and South America now ‘Intense Zones’ for COVID-19 Transmission

“I would certainly characterize that Central and South America in particular have very much become the intense zones of transmission for this virus as we speak, and I don’t believe that we have reached the peak in that transmission. And at this point, I cannot predict when we will”, he said.

The biggest rise in caseloads can be found in Brazil, Colombia, Chile, Peru, Mexico, Haiti, Argentina and Bolivia.

“While the numbers are not exponential, in some countries we are seeing a progressive increase in cases on a daily basis”, said Dr. Ryan.

“And countries are having to work very hard to both understand the scale of infection, but also health systems are beginning to come under pressure across the region.”

41.000 personas en 9 países respondieron a una encuesta remota sobre cómo la COVID-19 ha afectado sus medios de vida, seguridad alimentaria y acceso a mercados. Las principales preocupaciones de las personas que aceptaron completar la encuesta realizada en línea fueron: incapacidad para cubrir sus necesidades alimentarias, pérdida parcial o total de ingresos debido a la crisis generada por la pandemia, y miedo a la propagación del virus.

Con el cierre de escuelas, las estimaciones del PNUD de la “tasa efectiva de desescolarización” - el porcentaje de niños y niñas en edad de cursar la enseñanza primaria ajustado para reflejar aquellos que no tienen acceso a Internet - indican que el 60 % de ellos no están recibiendo ninguna educación, llevando la desescolarización global a niveles desconocidos desde la década de 1980.

El impacto conjunto de estos choques podría dar lugar a un retroceso inédito en los niveles de desarrollo humano.

Y ello sin contar con otras consecuencias importantes, como en el avance hacia la igualdad de género. Los efectos negativos de la crisis sobre las mujeres y las niñas van desde el ámbito económico —menos ingresos y ahorro, mayor inseguridad laboral—, hasta la salud reproductiva, el trabajo de cuidados no remunerado y la violencia de género.

Muchos viven en áreas aisladas o remotas sin acceso a servicios de salud, agua potable y jabón. Otros viven en viviendas muy pequeñas y abarrotadas o en asentamientos urbanos informales sin acceso a materiales de protección individual. La mayoría de los grupos indígenas fronterizos ven amenazada su supervivencia física y cultural a causa de la escasez de alimentos y la desnutrición severa, aspectos que pueden incrementar el riesgo de contagio. Estas áreas ya carecían de servicios de salud adecuados, lo que ahora se podría agravar la situación actual.

The National Serological Survey is a study promoted by the National Institute of Health Doutor Ricardo Jorge (INSA). This study aims at "monitoring the evolution of immunity against the new Coronavirus in the Portuguese population", as explained by the State Secretary for Health, António Sales.

All blood tests for antibody determination and data analysis will be carried out by INSA, through its Department of Epidemiology and Infectious Diseases.

Early Herd Immunity against COVID-19: A Dangerous Misconception/ Johns Hopkins University

Although more than 2.5 million confirmed cases of COVID-19 have been reported worldwide, studies suggest that (as of early April 2020) no more than 2-4% of any country’s population has been infected with SARS-CoV-2 (the coronavirus that causes COVID-19). Even in hotspots like New York City that have been hit hardest by the pandemic, initial studies suggest that perhaps 15-21% of people have been exposed so far. In getting to that level of exposure, more than 17,500 of the 8.4 million people in New York City (about 1 in every 500 New Yorkers) have died, with the overall death rate in the city suggesting deaths may be undercounted and mortality may be even higher.
