The OAS General Secretariat presents this Roadmap as a political and operational framework to coordinate concrete solutions with the Haitian authorities and align efforts among multilateral and regional partners. Given the complexity of the crisis, a collaborative approach based on shared responsibility is essential, with all actors and donors working together while respecting their institutional responsibilities and the mandates that guide their actions.

The Roadmap recognizes ongoing efforts and does not replace existing initiatives. Instead, it builds on Haiti's priority objectives and existing actions to address the multiple dimensions of the crisis. By integrating with these efforts, the Roadmap aims to serve as a connecting and catalytic space, promoting greater coherence and synergy, and generating a measurable impact in supporting Haiti's long-term recovery and stability.

Within the Roadmap, efforts will be coordinated with:

  • Political Facilitation Initiatives of the CARICOM Eminent Persons Group (EPG)
  • The Kenya-led Multinational Security Support Mission (MSS);
  • The actions of the United Nations and specialized agencies;
  • Initiatives by inter-American institutions, including the OAS General Secretariat (GS/OAS), the Inter-American Development Bank (IDB), the Pan American Health Organization (PAHO), the Inter-American Institute for Cooperation on Agriculture (IICA), and the Inter-American Defense Board, among others; and
  • Contributions from regional organizations and partners, international financial institutions, bilateral donors, foundations, and other key stakeholders.

This Roadmap responds to the mandate granted by the Member States to the General Secretariat to strengthen, through the OAS, continental coordination and collaboration to immediately address the multidimensional crisis in Haiti.
