This program is dedicated to addressing the regional capacity-building gap by providing research-based training and capacity-building programs designed to enhance the skills and knowledge of government officials, diplomats, and policymakers from OAS Member States.

We work collaboratively with global organizations, academic institutions, and leading experts to deliver cutting-edge insights and best practices. Our initiatives empower officials responsible for representing their countries in regional and international forums to effectively participate in discussions and negotiations on critical topics such as cybersecurity diplomacy and international law in cyberspace.  

Objectives
  • Bridge the knowledge gap and advanced regional expertise in navigating cyber diplomacy: With over 8 years of experience, the Program offers specialized training on critical and emerging issues in cyber diplomacy and international law in cyberspace. Targeting diplomats, policymakers, and legal experts, the training ensures that the region's perspectives are effectively represented in global forums. Through tailored training programs, national workshops, and technical exchanges, the Program strengthens both institutional capacity and individual expertise. 
     
  • Promote responsible state behavior in cyberspace: The program supports the dissemination and implementation of the United Nations (UN) Framework for Responsible State Behavior in the use of ICTs through cybersecurity capacity building. It provides tools and guidance for countries to internalize these principles in national legislation and policy frameworks, fostering trust and stability in cyberspace. 

  • Support the implementation of OAS Cyber Confidence-Building Measures (CBMs): CICTE, in its role as the Technical Secretariat of the Working Group on Cooperation and Confidence-Building Measures (CBMs) in Cyberspace, supports the operationalization and regional advancement of the approved CBMs. The Working Group serves as a key regional forum that fosters dialogue, mitigates risks, and builds trust among countries. It also contributes to translating global norms into actionable regional solutions, positioning itself as a critical platform for cyber diplomacy in the Americas.
     
  • Foster multilateral collaboration and dialogue: The Program promotes both intra-regional and inter-regional dialogue and cooperation. It provides platforms for OAS Member States to engage with national, regional, and international stakeholders, fostering mutual understanding and the exchange of best practices. Additionally, it supports Member States in actively participating in global cyber diplomacy processes, particularly within the United Nations framework, contributing to international discussions and shaping global cyber policy and norms.
