Castries, March 25, 2024. Representatives from the Organization of American States (OAS) concluded an official visit to Saint Lucia from March 20th to 22nd dedicated to collaborating with State authorities and civil society organizations on assessing the situation of violence against women and bolstering their capacities to address gender-based violence (GBV), with particular emphasis on combatting the sexual exploitation of migrant women and girls. The visit was conducted in close cooperation with governmental authorities from the Ministry of Home Affairs and the Gender Affairs Department.

OEA y autoridades de Panamá presentan guía para la atención de mujeres y niñas migrantes víctimas de violencia sexual

Ciudad de Panamá, 15 de marzo de 2024. En el marco de los esfuerzos regionales para prevenir y atender la violencia de la que son víctimas mujeres y niñas a lo largo del trayecto migratorio, el Departamento de Seguridad Pública (DSP) de la Organización de Estados Americanos (OEA), en cooperación con las autoridades del gobierno de Panamá, presentaron la Guía Operativa para el Personal de Control Migratorio: Entrevistas y Atención Inmediata a Mujeres en su Diversidad, Infancias y Adolescencias Migrantes Víctimas de Trata de Personas con Fines de Explotación Sexual en Panamá. Este instrumento tiene por objetivo fortalecer las capacidades de profesionales gubernamentales del área de migración para brindar apoyo y atención a mujeres y niñas migrantes víctimas de violencia sexual.

La Ley Orgánica contra la Trata de Personas y Tráfico Ilícito de Migrantes fue sancionada sin veto por el Presidente de la República el 16 de febrero de 2023. La Ley de autoría del Asambleísta Juan Fernando Flores, presidente de la Comisión de Relaciones Internacionales y Movilidad Humana de la Asamblea Nacional de Ecuador, fortalece el marco jurídico nacional al concentrar el tema de trata de personas en una ley específica, que diferencia los delitos de trata de personas y tráfico ilícito de migrantes, y amplía los derechos de las víctimas.

Global Estimates of Modern Slavery

According to the OIM, "the 2021 Global Estimates indicate there are 50 million people in situations of modern slavery on any given day, either forced to work against their will or in a marriage that they were forced into. This number translates to nearly one of every 150 people in the world. The estimates also indicate that situations of modern slavery are by no means transient – entrapment in forced labour can last years, while in most cases forced marriage is a life sentence. And sadly, the situation is not improving. The 2021 Global Estimates show that millions more men, women, and children have been forced to work or marry in the period since the previous estimates were released in 2017.

The global and regional estimates presented in this report were developed by the International Labour Organization (ILO), Walk Free, and the International Organization for Migration (IOM). The estimates are based on a jointly developed methodology: as was the case for the 2016 global estimates, the 2021 calculations are derived from multiple data sources, as no single source was sufficiently reliable. The principal sources are data from nationally representative household surveys – 68 forced labour surveys and 75 forced marriage surveys – jointly conducted by ILO and Walk Free, as well as the Counter Trafficking Data Collaborative (CTDC) anonymized case dataset on victims of trafficking collected by IOM and its partners in the process of providing protection and assistance services to trafficked persons."
