Las palabras de apertura del evento estuvieron a cargo del Secretario General Adjunto de la OEA, Embajador Nestor Mendez. "We cannot afford to lose an entire generation to lethal violence and the OAS is committed to use all its resources, in a coordinated way, to confront this deadly phenomenon."

Seguidamente, en calidad de Presidente de la Comision de Seguridad Hemisférica del Consejo Permanente de la OEA, dirigó sus palabras de bienvenida, el Embajador de Brasil ante la OEA, José Luis Machado e Costa.

Por último, Pedro Abramovay, Director Regional de América Latina y el Caribe de Open Society Foundations, cerró la sesión de apertura ofreciendo una serie de justificaciones en torno a la necesidad de organizar un evento sobre el tema de prevención y reducción de los homiciios en la region.
