A roadmap for the OAS General Secretariat to guide it in its work to support and assist member states in their efforts to prevent and reduce the levels of intentional homicide.

The resurgence of violent conflict in recent years has caused immense human suffering, at enormous social and economic cost. Violent conflicts today have become complex and protracted, involving more non-state groups and regional and international actors, often linked to global challenges from climate change to transnational organized crime. It is increasingly recognized as an obstacle to achieving the Sustainable Development Goals by 2030.

The world is getting more violent, and violence is occurring in surprising places. Over the past 15 years, 3.34 billion people, or almost half of the world’s population, have been affected by violence. The number of violent conflicts is decreasing, but conflicts are killing more people.
