In 2005, the International Labour Office (ILO) published its first global estimate of forced labour.1 The estimate (a minimum of 12.3 million persons in forced labour at any point in time in the period 1995-2004) received considerable attention by governmental and non-governmental organizations and in the media. It has since been widely cited as the most authoritative estimate of the largely hidden, and therefore difficult to measure, phenomenon of forced labour.

A combination of global, regional and local threats facing Latin Americans have given rise to an array of security responses. Some intervention strategies are heavy-handed and focused on restoring law and order, while others emphasize a wide array of preventive measures and are intended to support social cohesion.

Youth violence is reaching epidemic levels in some parts of Latin America. It is also a top priority for the region’s policymakers, with growing investments in youth violence prevention and reduction. Yet the knowledge base on what works and what does not in terms of youth violence prevention is comparatively thin, and there is comparatively limited awareness of existing or planned impact studies.

Este informe analiza uno de los grandes retos contemporáneos para el desarrollo humano de los latinoamericanos: la inseguridad ciudadana. En los últimos 12 años, América Latina ha registrado mejoras en rubros como salud, educación y esperanza de vida, lo cual se ha traducido en un crecimiento anual promedio de 0,94% en el Índice de Desarrollo Humano de la región, uno de los más altos a nivel mundial.

En 1996, la 49.a Asamblea Mundial de la Salud adoptó la resolución WHA49.25, en la que se declara que la violencia es un problema de salud pública fundamental y creciente en todo el mundo (véase el texto completo en el recuadro). En esta resolución, la Asamblea hizo resaltar las graves consecuencias de la violencia, tanto a corto como a largo plazo, para los individuos, las familias, las comunidades y los países, y recalcó los efectos perjudiciales de la violencia en los servicios de atención de salud.
