Program to strengthen the capacities of OAS member states to counter the illicit use of precursor chemicals in the production and manufacture of natural and synthetic drugs, including new psychoactive substances (NPS).
CICAD’s Supply Reduction Unit (CICAD/SRU) offers training and technical assistance to personnel from agencies in charge of the control of chemical precursors and illicit drug trafficking.
The SRU also promotes inter-institutional cooperation at the national, regional and international levels, and supports OAS member states to strengthen their regulatory frameworks in compliance with international standards. 
Objectives
  • Increase the capacity of OAS member states to dismantle clandestine laboratories used in the illicit production, manufacturing, and processing of drugs;
  • Foster interagency cooperation at the national, regional, and international levels related to the control of precursor chemicals;
  • Strengthen the capacity of OAS member states on the identification, safe handling, and final disposal of seized precursor chemicals;
  • Promote information exchange and the implementation of best practices for the control of precursor chemicals in OAS member states, based on the recommendations of CICAD’s Group of Experts on Chemical Substances and Pharmaceutical Products; and
  • Support OAS member states in the strengthening of capacities to counter the illicit sale of synthetic drugs through the Internet and its distribution through postal services. 
Activities
  • Technical assistance to OAS member states to implement precursor chemical control mechanisms, in compliance with international frameworks;
  • National, regional and international workshops for the promotion of inter-agency cooperation and information exchange on new trends related to the illicit trafficking and manufacture of drugs;
  • Seminars and courses on the investigation, detection, and dismantling of clandestine drug laboratories, as well as the identification, safe handling, and final disposal of seized precursor chemicals;
  • Capacity building on the detection and identification of synthetic drugs and NPS; and
  • Courses on the investigation and dismantling of online illicit drug markets.
