CICAD’s Group of Experts on Chemical Substances and Pharmaceutical Products brings together representatives from institutions responsible for the control of chemical precursors that are – or could be – used in the illicit manufacture of drugs. The meetings of the Group facilitate the exchange of up-to-date information, knowledge, best practices, and experiences on the topic and foster the strengthening of interagency collaboration among the different national, regional, and international stakeholders.

The Group identifies emerging and persistent threats, and determines collaborative work strategies based on best practices. Likewise, the Group develops evidence-based reference tools and materials to support member states in strengthening their national legislative and regulatory frameworks based on international and/or regional agreements.

Objectives
  • Provide a forum for information exchange and best practices on the control of precursor chemicals in OAS member states;
  • Develop evidence-based reference tools and materials to support member states in strengthening their national legislative and regulatory frameworks; 
  • Support OAS member states to increase their capacity to identify chemical substances that can be used for the illicit manufacturing of drugs; and
  • Foster inter-agency, regional and international collaboration.
Activities
  • Annual meetings of CICAD’s Group of Experts on Chemical Substances and Pharmaceutical Products;
  • Publication of reference materials on the control of chemical substances in the region; and
  • Support OAS member state to implement mechanisms for the domestic control of chemical precursors, following international frameworks on the topic.
