In the framework of the Alternatives to Incarceration (ATI) initiative, the Case Care Management (CCM) program promotes the creation of multi-system cooperation among key decisionmakers from the justice and health sectors, as well as those from Social Services. The CCM strengthens the institutional capacity of member states by creating opportunities for the treatment and social integration of justice-involved individuals with substance use disorders. The CCM also promotes mechanisms for the effective evaluation of ATI interventions which encourage follow-up with participants after the completion and graduation of programs.

Objectives

To contribute to the development of policies that work towards the prevention of low-level drug-related crime, the reduction of prison populations, and the effective social integration of low-level offenders with substance use disorders.  

Activities
  • Publication of a CCM curriculum to train decision makers and professionals involved in the development and implementation of CCM systems.
  • Development of the CCM curriculum for adolescents.
  • Training on CCM is aimed at countries interested in implementing the model in Latin America and the Caribbean.
  • Follow-up and assistance to countries on the design, adaptation, and implementation of CCM pilots in their countries.
  • Assistance in the identification of monitoring indicators and data collection to support the effective evaluation of CCM projects within the ATI framework.
  • Sensitization on ATI and CCM for countries interested in the model.
  • Exchange of good practices on the effective social integration of persons in conflict with the law through ATI and CCM.
