Member states promote national programs to reduce the illicit cultivation and illicit production of drugs through comprehensive and sustainable alternative development measures, where applicable, including social welfare strategies and targeted attention, according to the particular needs of sub-national regions.

CICAD supports the Group of Experts on Comprehensive and Sustainable Alternative Development (known by its Spanish language acronym, GEDAIS).

GEDAIS is a high-level technical group to address, according to the realities and needs of each country, the different experiences, principles, new trends, threats, and problems facing comprehensive and sustainable alternative development - and, where appropriate, preventive alternative development- in the Hemisphere, with a focus on human development.

Currently, Colombia is the 2024-2025 Chair, and Peru Vice Chair 2024-2025.

Objectives
  • Support the design, implementation, and strengthening of comprehensive and balanced national programs to reduce the illicit cultivation, production, and manufacture of drugs through the adoption of effective measures, such as comprehensive and sustainable alternative development, enhanced law enforcement cooperation, and other appropriate policies and programs, taking into account the particular needs of sub-national regions of each country, respecting human rights. 
  • Support the design, implementation, or strengthening of long-term alternative development programs, including rural and urban alternatives, comprehensive and sustainable alternative development programs, and, as appropriate, preventive alternative development, in accordance with the policies, laws and needs of each country, as appropriate, while respecting human rights.
Activities
  • Technical assistance to member states in support of all comprehensive and sustainable alternative development related actions included in the current Hemispheric Strategy and its Plan of Action.
  • Technical support to the Group of Experts on Comprehensive and Sustainable Alternative Development (GEDAIS).
  • Generation of institutional capacity through the activities developed by GEDAIS.
  • Development of guidelines, manuals, and technical tools related to comprehensive and sustainable alternative development.
  • Generation of political and technical dialogue, and the promotion of horizontal cooperation. 
  • Promotion of civil society and local community participation in the development of comprehensive and sustainable alternative development.
