The Human Development and Education section of the Department of Human Development, Education and Employment (DHDEE) of the Executive Secretariat for Integral Development (SEDI) works with Member States of the Organization to strengthen public policies and institutional capacity to build resilient, and equitable education systems. Through policy dialogue, technical cooperation, and capacity building, it promotes quality education and lifelong learning for all, essential to advancing democracy, social inclusion, and sustainable development in the Americas.
Through an extensive portfolio implemented by a team of specialists, the Section delivers:

- Open and online learning opportunities
- Academic mobility and scholarship services
As part of the DHDEE, the Section supports the Technical Secretariat of the Inter-American Committee on Education (CIE), which convenes the Inter-American Meetings of Ministers of Education-the hemispheric ministerial forum that defines regional priorities in education. Through the implementation of the Inter-American Education Agenda (IEA), Member States collaborate to address shared priorities such as teacher development, educational innovation, digital transformation, inclusive education, and equity in the region.
Programs and Initiatives
- OAS Scholarship and Training Programs: Expands access to higher education and professional training through academic scholarships, fellowships, and short-term professional development opportunities.
- Leo S. Rowe Pan American Fund: Provides interest-free educational loans to students from Latin America and the Caribbean pursuing studies in the United States.
By advancing cooperation in education, the Human Development and Education Section contributes to strengthening democratic institutions, expanding opportunities for human development, reducing inequalities, and fostering regional integration and understanding among the peoples of the Americas.
