Bio

The Department of Human Resources (DHR) plays a strategic role in managing the Organization’s workforce by overseeing recruitment, staffing, internships, employee relations, performance evaluation, compensation, and benefits in compliance with internal regulations. In alignment with the mission of the Organization of American States (OAS), DHR ensures that workforce objectives support institutional goals while fostering an inclusive and positive work environment.

The DHR and its dependencies and workforce members are under the overall direction, supervision, and guidance of the director, who answers to the Secretary for Administration and Finance, in accordance with the legal system of the Organization, the Staff Rules, other pertinent regulations, and the provisions of the Executive Order on the Structure of the Organization.

Strategic Objectives:

  • Manage organizational workforce to meet prioritized mandates with sharply constrained resources.
  • Promote workforce member engagement to retain talent, foster productivity and improve organizational performance
  • Ensure that the gender, diversity and rights perspective is mainstreamed across the work and organizational culture of the OAS


DHR is one of the Departments of the Secretariat for Administration and Finance.



Structure
Provides strategic guidance to the General Secretariat and political bodies on human resources matters, ensuring alignment with the Organization’s policies and objectives. Advises, develops, proposes, and oversees the implementation of personnel management policies, programs, and procedures.
Administers the recruitment, selection, and compensation programs of staff members; and manages other personnel-related matters, such as orientations, transfers, job classification, contract extensions, and separations from service.
Manages employee compensation and benefits, provides orientation on benefits to new and current staff members, and advises staff on the interpretation of the Staff Rules with regard to benefits management.
