The mission of the Secretariat for Administration and Finance (SAF) is to provide leadership and guidance on administrative support activities, including budgetary and financial management, the information services structure of the General Secretariat, program planning and operational follow-up, general services management, and procurement and contracting of goods and services, as well as personnel management, in accordance with established principles of professional management



Structure
Plays a strategic role in managing the Organization’s workforce by overseeing recruitment, staffing, internships, employee relations, performance evaluation, compensation, and benefits in compliance with internal regulations. In alignment with the OAS mission, the DHR ensures that workforce objectives support institutional goals while fostering an inclusive and positive work environment.
Serves as the principal advisory office to the OAS General Secretariat on matters related to the information technology planning, policies, procedures, and governance of the General Secretariat’s information resources. DOITS plays a pivotal role in ensuring that the OAS leverages technology effectively and securely to empower the Organization in fulfilling its mission.
Ensures the efficient management of the General Secretariat's financial resources by providing key services in treasury, budgeting, and accounting to support the organization’s strategic goals.
Manages the organization’s Real Assets Strategy, optimizing the use of its real estate portfolio for efficient and sustainable property management. DGS also offers services through its core sections: Building Management and Maintenance, Security, and Operations and Asset Management. Additionally, DGS leads the Corporate Sustainability Strategy, promoting environmental, social, and governance (ESG) principles across the organization.
Manages all administrative matters related to plans, policies, procedures, and standards for procurement, contracting, vendor management, the GS/OAS Corporate Credit Card Programs, among other functions. Also, provides technical advisory services and support to Secretariats and to Member States on project/program management and performance oversight at all levels.
