Mandates

In accordance with resolution CITEL/RES. 93 (VIII-22) approved at the VIII Regular Meeting of the Assembly of CITEL, the mandates of the PCC.I for the period 2022-2026 are:

  1. Promote the development of telecommunications / ICT infrastructure and harmonization of services, in accordance with international standards and the exchange of experiences in the implementation of national plans and programs.
  2. Promote the exchange of experiences and best practices for the identification and protection of critical telecommunication/ICTs infrastructure.
  3. Promote the development of harmonized regulatory frameworks and forward-looking recommendations in the provision of telecommunications / ICT services that foster innovation and competition and that promote affordability and the reduction of prices, in an environment of legal certainty in conformance with the policies established by each Member State.
  4. Identify comprehensive strategies related to access and financing mechanisms for the expansion and connectivity of networks, such as universal service, public investment, among others, with specific measures in rural areas, remote or difficult to access, with a view to improving their affordability.
  5. Analyze the taxation policies of telecommunication / ICT services in a digital environment in order to identify the repercussions of tax burdens on competition, international connectivity and innovation in a digital economy.
  6. Promote digital financial inclusion and the development of a digital regional market.
  7. Promote debate and analysis of the impact of new technologies and new business models in the telecommunications / ICT industry.
  8. Exchange best practices and discuss policies on minimum requirements on quality of service and experience for the development of reliable and uninterrupted telecommunications / ICT services for all.
  9. Promote coordination, planning and consensus regarding the protection and dissemination of the rights of users of telecommunications / ICT services, especially with regard to the terms and conditions of contracts, tariffs, the use of personal data and access to personal information online and / or in the cloud.
  10. Encourage the creation of measures that facilitate the implementation and dissemination of cross-cutting mobile services and applications such as mobile health, mobile education, mobile payments, among others.
  11. Strengthen and develop cooperation among the Member States and Associate Members of CITEL regarding international public policy issues related to the Internet, as well as international connectivity.
  12. Encourage coordination, planning and consensus among the CITEL Members regarding the construction of confidence and security in the use of telecommunication/ICTs in the region, including cybersecurity.
  13. Promote progress in the creation, deployment and adoption of infrastructure, services and applications related to the Internet of Things and Smart cities and Communities.
  14. Promote the exchange of information and the production of telecommunications / ICT policies at the national and regional levels for disaster risk reduction and emergency care and recovery, as well as the management of electronic waste, taking into account the role that telecommunications / ICTs play in climate change, in the protection of the environment and in the circular economy.
  15. Promote the exchange of information and best practices that stimulate the production of regulations on accessibility for people with disabilities and with specific needs, as well as gender perspectives in telecommunications / ICTs.
  16. Encourage the development of statistics, indicators, measurements and benchmarks in telecommunications / ICT and promote related studies carried out by other organizations.
  17. [Option A]. Encourage regional participation in the ITU-T and ITU-D Advisory Groups and Study Groups, including the presentation of Inter-American Contributions (IACs) elaborated in accordance with the specific procedures developed by PCC.I.
  18. Coordinate regional preparations for the World Conference on International Telecommunications, the World Telecommunication Development Conference and the World Telecommunication Standardization Assembly, including the submission of Inter-American Proposals (IAPs) prepared in accordance with the specific procedures of PCC.I.
  19. Encourage the active participation of the private sector, including SMEs and non-profit organizations, and of the academic sector as Associate Members, as well as foster dialogue between them and the CITEL Administrations.
  20. Carry out its work in consultation and collaboration with other stakeholders, international, regional and subregional telecommunication / ICT forums and standards development organizations (SDOs).
  21. Work in coordination with the different Committees and Working Groups of CITEL in those areas that, by their nature, lend themselves to joint action, bearing in mind the mandates of the OAS in the field of telecommunications / ICT.
  22. Create monitoring mechanisms for the implementation of decisions, resolutions and recommendations adopted by PCC.I.
