In accordance with resolution CITEL/RES. 93 (VIII-22) approved at the VIII Regular Meeting of the Assembly of CITEL, the mandates of the PCC.II for the period 2022-2026 are:
1. Promote among the Member States harmonization of the use of the radiofrequency spectrum, taking into account especially the need to prevent and avoid harmful interference, as well as protection against the electromagnetic environment.
2. Discuss and share innovative practices in efficient spectrum management.
3. Promote and foster the development of radiocommunication services.
4. Promote research and development of new technologies that enables the implementation of radiocommunication networks and services with a more efficient use of spectrum.
5. Promote innovative regimes in the licensing of radiocommunication services and incentives for the development of new business models.
6. Provide information to the members on the outputs and outcomes of the World Radiocommunication Conference and other world and regional conferences/assemblies related to radiocommunication issues.
7. Coordinate regional preparations for Conference Preparatory Meetings, ITU Regional Radiocommunication Conferences and Radio Assemblies (RA), including the preparation of Inter-American Proposals (IAPs) to WRCs elaborated in accordance with the specific procedures of PCC.II.
8. Promote interaction and coordination with the other organizations recognized by the ITU in the framework of the ITU-R work.
9. Encourage regional participation in the ITU-R Radiocommunications Advisory Group and Study Groups, including the coordination and presentation of Inter-American Contributions (IACs) prepared and submitted in accordance with the specific procedures developed by PCC.II;
10. Work in coordination with the different committees and working groups of CITEL in those areas which, by their nature, lend themselves to joint action.
11. Promote the efficient use of the radiofrequency spectrum and of satellite orbit resources in the region.
12. Encourage active participation by the private sector, including SMEs and non-profit organizations, and of the academic sector as associate members, as well as foster dialogue between them and the CITEL Administrations.
13. Consider inviting other OAS organs to the meetings to share experiences or information relevant to their respective work, taking into account the rules of procedure regarding the participation of non-members.
