CITEL's Working Group on Capacity Building and Human Resources Development, establishes the telecommunications training program with the aim of addressing the higher training priority courses of the Member States, focusing especially on course materials and selection of scholarships recipients (while promoting equal gender opportunity in accordance with resolution COM/CITEL/RES. 329 (XLI-23)).

CITEL works with Regional Training Centers distributed throughout the Americas Region and in close coordination and cooperation with the International Telecommunication Union Academy (ITU Academy) and its Centers of Excellence for the Americas Region.

WEBINAR ON SATELLITE CONSTELLATIONS

This webinar is intended for public and private officials, academics, and members of civil society in the Americas, where it will offer an overview of satellite constellations and their benefits, risks, advantages, disadvantages and the applications and impacts to bridge the digital divide. Organized by the Inter-American Telecommunication Commission (CITEL) of the OAS and the High Technology Training Center for Latin America and the Caribbean (CCATLAT). It lasts for one hour. It will be available only in Spanish.

CLOSING WEBINAR - CAPACITY BUILDING PROGRAMME: Bridging the Mobile Gender Gap 

Organized by: The Permanent Consultative Committee I: Telecommunications/ICTs (PCC.I) of CITEL and the Americas Chapter of the Network of Women in ITU-D, in conjunction with the Caribbean Telecommunications Union (CTU) and GSMA.

This second webinar session will serve as a final live chat session to bookend the online course which aims to help policymakers understand the size and drivers of the mobile gender gap in low- and middle-income countries. This final session will be an opportunity for participants to ask questions and discuss the action plans you would have developed. This session will also include a group exercise to mainstream gender considerations into a draft ICT policy. Participants who attend the final live webinar session and complete the online course will receive a final course certificate

CAPACITY BUILDING PROGRAMME: Bridging the Mobile Gender Gap 

Organized by: The Permanent Consultative Committee I: Telecommunications/ICTs (PCC.I) of CITEL and the Americas Chapter of the Network of Women in ITU-D, in conjunction with the Caribbean Telecommunications Union (CTU) and GSMA.

Objectives: 

  • Gain a better understanding of the issue and need for urgent action;
  • Discover how gender perspectives can be integrated into strategies, policies, plans and budgets so they explicitly address women’s needs, circumstances and preferences;
  • Learn how barriers such as affordability, safety and security concerns, digital skills, access, and the availability of relevant content can be addressed;
  • Learn about what other governments are doing to improve women’s digital inclusion; and
  • Develop an action plan for your country to reduce the mobile gender gap.

Eligibility: 

This capacity building programme is open to persons of all genders working on regulatory or policy issues in regulatory authorities, policymaking bodies, academia, and international organizations.

SEMINAR “REGULATORY IMPROVEMENTS IN THE TELECOMMUNICATIONS SECTOR,”

This seminar will be held in  two sessions of two-hours each with simultaneous interpretation in Spanish and English on June 12 and 13, 2023, from 10h00 to 12h00 (EST, Washington, DC time). The first session, on June 12, will deal with the state of the art in Regulatory Impact Analysis (RIA) and its implementation by regulators. The second session, on June 13, will focus on sharing knowledge and experience on the application of alternative regulatory and policy mechanisms is intended for public and private officials, academics and members of civil society in the Americas in which an overview of public cybersecurity policies, challenges and responsibilities entailed by regulatory frameworks on cybersecurity will be offered with a transversal vision of all sectors of society. This seminar is organized by the Rapporteurship on Regulatory Improvement of the Working Group on Policies and Regulations of the Permanent Consultative Committee I: Telecommunications/ICT (PCC.I) in conjunction with the CITEL Secretariat. ROUNDTABLE IMPACT OF OTT SERVICES ON THE TELECOMMUNICATIONS INDUSTRY - AUDIOVISUAL  CONTENT MARKET 

This virtual roundtable is organized by the Rapporteurship on Economic Aspects of Telecommunications/ICTs of the Working Group on Policies and Regulation of PCC.I, together with OSIPTEL and the Secretariat of CITEL. Participation is open and free to OAS/CITEL Member States, CITEL Associate Members, and representatives of regional and international organizations.

The aim of the virtual roundtable is to promote the exchange of experiences and information about the impact of OTT services on the telecommunications industry, particularly in the audiovisual content market. This is in order to know about experiences or measures that have been adopted to promote a more competitive environment in the aforementioned market.

ROUNDTABLES FOR REGIONAL DIALOGUE ON PUBLIC POLICYMAKING AND REGULATORY ADVANCES AND CHALLENGES FOR INFRASTRUCTURE DEVELOPMENT AND INNOVATION

These virtual roundtables are organized by the Rapporteurship on Broadband, Universal Access, Digital Inclusion, and Gender Equity of the Working Group on Policies and Regulation of PCC.I, with the participation of Telefónica and ASIET together with the Secretariat of CITEL. Participation is open and free to OAS/CITEL Member States, CITEL Associate Members, and representatives of regional and international organizations.

Two consecutive roundtables lasting two hours each. There will be simultaneous interpretation in Spanish and English. The first roundtables will address infrastructure deployment in the region of the Americas, discussing successful case studies and experiences that may be replicated in other countries in the region. The second roundtables will be on regulatory innovation, opportunities for a regulatory sandbox, simplification of standards, collaborative regulation, responsive regulation, and self-regulation, among others.
