The topics for discussion on this portal have already been analyzed by multiple actors. In this repository, the GS / OAS brings together some of them, as one more contribution to the discussion. This repository has two sections: In the Policy section, we will integrate information on policies relevant to the issues under discussion that are being implemented by Member States, Observer States and other States of the world. In Studies we will include analyzes, reports and reports published by academic institutions, think tanks, international and multilateral organizations, non-governmental organizations and private entities, all of them of recognized prestige, which are relevant to the conversation. The OAS will publish these articles and reports in their original language.

Emergency response by Civil Registry and Identification Offices during the COVID-19 pandemic

The publication contains a review and analysis of nineteen Latin American and Caribbean countries on three general areas: a) The impact of COVID-19 on the provision of services of civil registries and identification offices; b) Good practices implemented by the civil registry and identification offices to respond to the effects of the pandemic and; c) Innovative initiatives promoted to guarantee the continuous registration of vital events and the issuance of identity documents that prove nationality in emergency contexts. The document also includes summaries of specific actions implemented by each of the countries part of the study.

Practical Guide to Give an Effective Response to the Covid-19 Pandemic at the Subnational Level

The purpose of this guide is to provide practical insights and recommendations on key measures that can be taken to mitigate the territorial impact of the pandemic. The guide also includes good practices and lessons learned that decision-makers from different levels of government throughout the Americas can consider to effectively respond to the current challenges posed by COVID-19, as well as concrete actions for implementation during a post-pandemic phase. If we are to succeed in overcoming this crisis, we must support and strengthen those that represent the most direct point of contact between governments and citizens and who best know and understand their communities.

ITALY - Vice Minister Del Re Promotes a Coordinated global response to the pandemic

Intervened during the first meeting of the newly established "Facilitation Council" of the Accelerator ACT - Access to COVID-19 Tools, noting “(..) we will contribute additional funds that will bring Italy's overall contribution to equitable access to vaccines for all, to over 100 million dollars”, while also underlining the importance of effective multilateralism to “to achieve the goal of equitable access to life-saving tools for all and everywhere”. The Vice Minister also underscored Italy's full commitment also during the next G20 Presidency, "where we will keep the response to the pandemic, global health and support to the ACT Accelerator as priorities".

BELIZE - Regulations, 2020 - Statutory Instrument NO. 122 of 2020

Comes into effect on August 26, 2020. At 12:01 a.m. the special lock down for the villages of Guinea Grass, Santa Martha, and Shipyard will expire and they will now be governed by the regulations that apply to the rest of Belize. Special regulations remain in effect for Ambergris Caye. Under this new amendment, there is a penalty of one year imprisonment for any individual found to be bribing any member of the security forces. Furthermore, any member of the security forces found to be extorting an individual under the guise of their office is liable to one year imprisonment.

UKRAINE: Government Singles Out Certain Categories of Foreign Citizens Who Will be Able to Enter Ukraine During the Restricted Period

Ukraine imposes temporary restrictions on the entry of foreigners and stateless persons to Ukraine. The restrictions will apply onward from 00:00, August 28 until 00:00, September 28, 2020. At the same time, exceptions have been made for the broadest possible list of traveler categories, in order to mitigate the impact on people-to-people and business contacts.

COSTA RICA - Apertura de vuelos comerciales al país inicia el 01 de agosto con trayectos limitados desde Europa

El país logró recibir el sello Safe Travels o Destino Seguro del Consejo Mundial de Viajes y Turismo (WTTC, por sus siglas en inglés), gracias a la implementación de los 16 protocolos sanitarios para las actividades turísticas.

“Para conseguir el sello debimos enviar los protocolos a revisión a la WTTC, los aprobaron y ahora viene una tercera etapa con el proceso para sub-licenciar a las empresas turísticas costarricenses y promover el uso del sello. El éxito del sello requiere que todos pequeña, mediana y gran empresa, así como los colaboradores y turistas, cumplamos las medidas de sanidad contra la pandemia”, señaló Gustavo Segura, Ministro Rector de Turismo.

Costa Rica se une Aruba, Portugal, Dubai, Turquía, Egipto, Ucrania y las ciudades españolas de Sevilla y Benidorm, como sitios con sello Safe Travels.

REPÚBLICA DOMINICANA – Estado de emergencia nacional por rebrote de COVID-19

El Señor Presidente de la República Dominicana Lic. Danilo Medina, ha declarado el Estado de Emergencia Nacional por un periodo de cuarenta y cinco ( 45 ) días debido al brote de coronavirus (COVID-19), en virtud de la autorización dada por el Congreso Nacional mediante la Resolución Núm.70-20 de fecha 19 de julio de 2020 , de acuerdo a lo dispuesto por la Constitución de la República Dominicana y en la Ley núm. 21-18 sobre la Regulación de los Estados de Excepción dispuestos en la Constitución de la República Dominicana, del 25 de mayo del 2018.

El 29 de junio de 2020, el Gobierno de Paraguay presentó el Plan de Reactivación Económica, que incluye un paquete de medidas en tres ejes estratégicos como protección social, inversión pública para empleos y créditos para el desarrollo. Estas medidas irán acompañadas con reformas diseñadas para avanzar hacia una transformación del Estado paraguayo, indicaron. Como parte del plan, además de las inversiones vigentes, el Ejecutivo prevé un monto adicional de 350 millones de dólares a ser destinados a la compensación económica del Instituto de Previsión Social (IPS) a trabajadores cesados por la pandemia; subsidio económico Pytyvõ para las ciudades de frontera, dinamización de obras públicas; construcción de viviendas, así como financiamiento a productores a través del Fondo Ganadero y del Crédito Agrícola de Habilitación (CAH).

As of today, June 15, all checkpoints across the State Border of Ukraine for air transportation are open. Shifts in border patrols have entered the service in sufficient amount to ensure the admission of persons both to depart from Ukraine and to arrive in our country.
