The topics for discussion on this portal have already been analyzed by multiple actors. In this repository, the GS / OAS brings together some of them, as one more contribution to the discussion. This repository has two sections: In the Policy section, we will integrate information on policies relevant to the issues under discussion that are being implemented by Member States, Observer States and other States of the world. In Studies we will include analyzes, reports and reports published by academic institutions, think tanks, international and multilateral organizations, non-governmental organizations and private entities, all of them of recognized prestige, which are relevant to the conversation. The OAS will publish these articles and reports in their original language.

European Union - Venezuela: Press Release on EU Dialogue with Stakeholders in Caracas

Following the Ministerial meeting of the International Contact Group (ICG) on 17 September, in particular the decision of the Group to work for improving electoral conditions in Venezuela, two EEAS officials travelled to Caracas, Venezuela last week. The aim of the visit was to discuss directly the situation in the country and reiterate the EU’s position that electoral conditions now in place do not allow for fair, democratic, competitive elections on 6th of December. The mission underlined the EU position for a peaceful, democratic, Venezuelan-owned solution to the country’s crisis.

La pandemia del COVID-19 representará una contracción del 9% en América Latina a pesar de los esfuerzos de los gobiernos, las empresas y los trabajadores. La reactivación económica de la región requiere fuentes de financiación que sobrepasan las capacidades actuales, por ello CAF –banco de desarrollo de América Latina- además de otorgar una cifra récord de USD 16.000 millones este año, propone con el apoyo de sus 19 países accionistas, la estructuración de un fondo para el financiamiento de proyectos de infraestructura de integración y digital.

COVID-19 en la vida de las mujeres: Emergencia global de los cuidados

La Comisión Interamericana de Mujeres (CIM) de la Organización de los Estados Americanos (OEA), con la cooperación de la Unión Europea a través de su programa EUROsociAL+, presenta y pone a disposición de los Estados Miembros de la OEA, de organizaciones de la sociedad civil y sector privado el documento COVID-19 en la vida de las mujeres: Emergencia global de los cuidados, en respuesta a la profundización de la desigualdad en la distribución de las tareas domésticas y de cuidado y al incremento de la carga de trabajo no remunerado que están realizando las mujeres. El texto analiza el rol de las mujeres en el funcionamiento de la vida doméstica y productiva y los impactos en sus vidas y en la economía.

The supplies were procured via the UN Supply Portal and the PAHO Strategic Fund, which facilitates procurement of diagnostics, ventilators, and PPE for the COVID-19 response. This initiative is the result of several weeks of collaborative coordination between PAHO/WHO, the World Food Programme, the Government of Canada and the Caribbean Disaster Emergency Management Agency (CDEMA), which has developed an initiative to assist with the short-term establishment and operation of a new integrated Regional Logistics Hub for the COVID-19 response based in Barbados.

Alicia Bárcena (warned) that the region is at risk of experiencing a true food crisis. She specified that more than 96 million people will be living in extreme poverty – 11.8% of all people living in cities and 29% of the residents in rural areas.

“This is a huge warning, the income of households is declining along with their access to the food basket. It is not that there is a shortage of food, it is that people do not have the resources to be able to acquire it. This comes on top of the low nutritional quality that people are experiencing, above all the poorest families,”.

Italy - Italy Promotes #FoodCoalition

Food security and nutrition have always been key priorities of Italian foreign policy. Italy has always played an important role in this sector, something testified by many UN agencies in Rome – FAO, IFAD and WFP.   Covid-19 requires us to rethink everything about food security and nutrition – universal goals – since they are at risk. Furthermore, Italy just recently propitiated the creation of the #FoodCoalition, a multilateral and multi-sector mechanism capable of creating a network of international solidarity to respond to the critical issues caused by the pandemic in the food sector. 

Italy - Italy's ISS and NATO to Develop Rapid Diagnostic Tests for COVID-19

NATO and Italy’s National Institute for Health (ISS) are launching a practical scientific project to develop new tools for a rapid and accurate diagnosis of SARS-CoV-2 infection. This multi-year project is launched within the framework of NATO’s Science for Peace and Security (SPS) Programme, and is led by scientists on the frontline of COVID-19 research from Italy’s Istituto Superiore di Sanità (National Health Institute) and Tor Vergata University Hospital together with the University Hospital of Basel University in Switzerland. This 24-month initiative aims to enhance the speed and efficiency of COVID-19 diagnosis through a multidisciplinary approach, by bringing together experts in the field of immunology, virology and molecular biology.

High Authorities of the Joint Summits Working Group (JSWG) Ratify their Support to the Countries of the Americas in Facing the Health, Socio-economic and Governance Impacts associated with COVID-19

In response to the emergency caused by COVID-19, the high authorities of the Joint Summit Working Group (JSWG) met this week for the second time to ratify their commitment in support of the member states of the Americas and multilateralism as an instrument to address multiple challenges facing the region in the post-COVID-19 phase.

With this in mind, the General Secretariat of the Organization of American States (OAS) raised the need to work on a thematic agenda that incorporates the specific demands of regional organizations such as SICA (Central American Integration System) and CARICOM (Caribbean Community).

La Comisión Interamericana de Telecomunicaciones (CITEL) elaboró un banco de datos que recopila las acciones adelantadas por Estados Miembros de la OEA y el sector productivo en tecnologías de la información y comunicaciones – TICs- en respuesta a la COVID19. Dentro de esta iniciativa, se estableció una serie de recomendaciones, agrupadas en los temas más relevantes.  Adicionalmente, la CITEL ha realizado mesas redondas que han permitido conocer más a fondo las perspectivas de todos los actores, detallar el alcance de algunas de estas experiencias y poder afrontar acciones de la mejor manera. Las acciones se han recopilado y clasificado con base en las siguientes recomendaciones.

Hace pocos años, la Unión Europea situó el concepto de “resiliencia” en el centro de su estrategia global y de seguridad. En un mundo más complejo, disputado e interconectado, se asumía que la seguridad y el bienestar enfrentaba nuevos desafíos geopolíticos y los riesgos transnacionales de la globalización. Ello exigía fortalecer la capacidad de cada país para encajar y sobreponerse a un choque externo. Ese era un objetivo de nuestra cooperación con los países en desarrollo, menos resilientes, pero también interpelaba a una UE que se sabía vulnerable ante esos riesgos.

EEAS Special Report Update: Short Assessment of Narratives and Disinformation around the Covid-19/Coronavirus Pandemic (updated 2 – 22 April)/ EEAS

The objective of this report is to provide a snapshot overview of the current trends and insights into disinformation activities related to COVID-19/Coronavirus. It does not provide a comprehensive or complete overview and focusses primarily on the external dimension, in line with the European External Action Service (EEAS) mandate. The report was authored by the EEAS Strategic Communications and Information Analysis Division, which contributes to the EU’s efforts to counter disinformation, including through detection, analysis and exposure of disinformation campaigns. In addressing disinformation and identifying and analysing disinformation surrounding the COVID-19 outbreak, the EEAS is working closely with the European Commission and EU Member States. The EEAS also cooperates on this issue with international partners (G7, NATO and non-state actors). The results are regularly published on EUvsDisinfo.eu and social media channels. Insights are shared with EU institutions and EU Member States in real time, including through the Rapid Alert System on Disinformation.

OAS and Honduras Launch Initiative for Entrepreneurs, MSMEs and the Social Sector to Access Electronic Commerce

The initiative allows MSMEs to access electronic commerce easily and free of charge. The "OAS Plan for MSME Digitalization" is available to all micro and small companies in the country, as well as to any entrepreneur, regardless of whether or not they are formalized. Through digitization and foray into electronic commerce, it is intended that non-formalized companies become professionalized and formalized.
