The topics for discussion on this portal have already been analyzed by multiple actors. In this repository, the GS / OAS brings together some of them, as one more contribution to the discussion. This repository has two sections: In the Policy section, we will integrate information on policies relevant to the issues under discussion that are being implemented by Member States, Observer States and other States of the world. In Studies we will include analyzes, reports and reports published by academic institutions, think tanks, international and multilateral organizations, non-governmental organizations and private entities, all of them of recognized prestige, which are relevant to the conversation. The OAS will publish these articles and reports in their original language.

PAHO and IOM sign agreement to improve the health of 70 million migrants in the Americas

More than 70 million migrants living across international borders in the Region of the Americas are set to benefit from a joint agreement signed today by Carissa F. Etienne, Director of the Pan American Health Organization (PAHO) and António Vitorino, Director General of the International Organization for Migration (IOM).

Health systems in the Americas are not adequately responding to the needs of older adults and must be adapted in light of the COVID-19 pandemic, say experts at the Pan American Health Organization (PAHO). For the International Day of Older Persons on October 1, the organization is calling for comprehensive, person-centered, integrated care and primary health services that are responsive to older people´s needs.

As Covid-19 vaccines move into phase 3 clinical trials, enthusiasm about the innovative and sophisticated technologies being used needs to be replaced by consideration of the actions and messages that will foster trust among clinicians and the public. Although vast investments have been made in developing safe and effective vaccines, it is important to remember that it is the act of vaccination itself that prevents harm and saves lives. Considered fully, the question “When will we have a Covid-19 vaccine?” makes clear the many ways in which efforts related to both the “when” and the “we” can affect vaccination uptake. Recognizing the significance of both aspects of the question can help public health officials and scientists both to hone current messaging related to Covid-19 vaccines and to build a better foundation for clinicians who will be educating patients and parents about vaccination.

IDB Supports Jamaica’s Prevention and Management of Non-Communicable Diseases Program

The Inter-American Development Bank (IDB) approved a programmatic policy-based loan of $100 million to support the strengthening of Jamaica’s health systems to better prevent and manage the care of non-communicable diseases.

The main objective of this program is to contribute to the improvement of the health of Jamaica’s population by bolstering comprehensive policies for the reduction of Non-Communicable (Chronic) Diseases (NCDs) risk factors.  It also aims to improve access to an upgraded and integrated primary and secondary health network in prioritized areas, with an emphasis on chronic disease management. The idea is to provide more efficient and higher quality care.

Reopening societies before health systems are ready “would risk a handful of cases in one area becoming a full-blown outbreak,” PAHO Director Carissa F. Etienne said today. “As leaders across the world face pressure to resume social and public life, it’s important that they avoid making decisions in a vacuum. Data about the virus’s spread and the state of health systems and services must guide each country’s plans to reopen, including the mix of preventive measures that should remain in place to keep people safe,” she told a media briefing today.

BCIE - CABEI, TaiwanICDF and DFC sign Letter of Interest to support growth in the Central American region during and after the COVID-19 Emergency

Within the framework of a strategic dialogue, the Central American Bank for Economic Integration (CABEI), the International Cooperation and Development Fund (TaiwanICDF), and the US International Development Finance Corporation (DFC) announced today the signing of a Letter of Interest to help the countries of the Central American region strengthen their response to the COVID-19 pandemic.

El Salvador, Guatemala, and Honduras particularly have long struggled with barriers to economic development and prosperity, which has exacerbated challenges such as poverty, violence, and illegal migration in the region, now adding to the significant loss of jobs in different productive sectors of the economies.

PAHO - Director Cites Actions Required to Combat Impact of COVID-19 Pandemic at CAF Conference

The Director of the Pan American Health Organization (PAHO), Carissa F. Etienne, said “Action is required at all levels” from local communities to national levels, and from regional to global levels to combat a triple crisis in the Region: a health crisis, a social crisis and an economic crisis. “It is only through concerted and collective action that we will address COVID-19, suppress its transmission and recover onto the path of sustainable development,” Etienne told a Development Bank of Latin America (CAF) conference yesterday.

PAHO - COVID-19 Pandemic Exacerbates Suicide Risk Factors

The Pan American Health Organization (PAHO) today warned that the COVID-19 pandemic may exacerbate suicide risk factors, urging people to speak about the issue in an open and responsible manner, remain connected even during physical distancing, and learn to identify warning signs to prevent it.

Coronavirus is affecting the mental health of many people. Data from recent studies show an increase in distress, anxiety and depression, particular among health care workers. These, in addition to violence, alcohol use disorders, substance abuse, and feelings of loss, are important factors that can increase a person's risk of deciding to take their own lives.

IDB Helps Uruguay Protect Vulnerable Population Amid COVID-19 Crisis

The program will finance special money transfers to households that hold the Uruguay Social Card (Tarjeta Uruguay Social in Spanish) and people that benefit from the Equity Plan Family Allocations (Asignaciones Familiares-Plan Equidad). As part of this effort, the plan will also support the creation of a One-Stop Digital Window designed to improve the efficiency of selecting and recertifying those who receive such money transfers.

The Uruguay Social Card seeks to guarantee basic access to food and other essentials for people living in extreme poverty. Equity Plan Family Allocations provide economic assistance to complement the income of families that live in precarious conditions and are raising children. They also seek to keep children in school and provide incentives to ensure that they get health check-ups.

COVID-19 en la vida de las mujeres: Emergencia global de los cuidados

La Comisión Interamericana de Mujeres (CIM) de la Organización de los Estados Americanos (OEA), con la cooperación de la Unión Europea a través de su programa EUROsociAL+, presenta y pone a disposición de los Estados Miembros de la OEA, de organizaciones de la sociedad civil y sector privado el documento COVID-19 en la vida de las mujeres: Emergencia global de los cuidados, en respuesta a la profundización de la desigualdad en la distribución de las tareas domésticas y de cuidado y al incremento de la carga de trabajo no remunerado que están realizando las mujeres. El texto analiza el rol de las mujeres en el funcionamiento de la vida doméstica y productiva y los impactos en sus vidas y en la economía.

OPS - OMS envía a Bolivia 46 toneladas de ayuda humanitaria compuesta de Equipos de Protección Personal para los profesionales de la salud que atienden COVID-19

Gracias a gestiones realizadas por el Gobierno del Estado Plurinacional de Bolivia, la Organización Mundial de la Salud (OMS) hizo llegar al país en las últimas horas 46 toneladas de ayuda humanitaria compuesta de insumos para Equipos de Protección Personal, valorados en 1,8 millón de dólares, destinada a los profesionales de la salud que en este momento están en primera línea de atención de casos de COVID-19 en el país.

IDB supports health care system of Nicaragua as it responds to the COVID-19 pandemic

With the goal of boosting the response capacity of the Nicaraguan health care system, the Inter-American Development Bank (IDB) reiterates its support to the country providing USD$43 million from its Immediate Response of Public Health to Contain and Control Coronavirus and Mitigate its Effect on the Provision of the Service in Nicaragua. The actions of the program will contribute to reduce the rates of morbidity and mortality from the coronavirus and ease the indirect health care effects of the pandemic, with special emphasis on the most vulnerable populations. The project will focus on three areas: boosting detection and monitoring of COVID-19 cases, strengthening efforts to break the chain of transmission of the disease, and enhancing the country's ability to provide services.

CDB - Framework for Reopening of Schools in the Caribbean

These guidelines outline suggested actions to be considered to ensure health and safety while ensuring the continuation of education. In particular, the guidelines focus on preparations to meet the challenges of the new school year. The guidelines should help countries to identify their strengths and gaps in responses, survey the existing structures and processes in places that can be leveraged to fill gaps, and prioritise actions for the short and medium term.

ECLAC and PAHO: Controlling the Pandemic Requires Convergence and Coordination Between Health, Economic, Social and Productive Policies

A new joint report by the Economic Commission for Latin America and the Caribbean (ECLAC) and the Pan American Health Organization (PAHO) reveals that economies of the Region will only be reactivated if the curve of contagion of the COVID-19 pandemic is flattened. The report proposes a three-phase approach that includes the adoption of health, economic, social and productive policies that aim to control and mitigate the effects of the pandemic, reactivation with protection, and rebuilding in a sustainable and inclusive way.

UNHCR Expands Support to Refugees and Host Communities in Brazil as COVID-19 Takes its Toll

Brazil is host to more than 345,000 refugees and asylum seekers, for whom the consequences of the pandemic are especially harsh.

In an effort to limit the spread and impact of the virus, UNHCR is enhancing community awareness efforts, including through information campaigns and preventive information sessions in the different indigenous languages. Hygiene promotion has also been scaled up in temporary shelters: hand-washing stations have been installed and soap distribution continue to take place since the beginning of March.

UNHCR is also addressing rising humanitarian and health needs among refugees living on the streets, and in overcrowded shelters and unsanitary conditions in the northern regions of Brazil, including in Amazonas, Roraima and Para states.

CDB - Critical Personal Protective Equipment Procured for Caribbean Frontline Medical Workers

The Caribbean Development Bank (CDB) and the Caribbean Disaster Emergency Management Agency (CDEMA) took delivery of the majority of US$3 million worth of PPE at the Port of Bridgetown. CDB procured and purchased the equipment with concessional resources through the Bank’s Special Development Fund.

Danilo Medina, ha declarado el Estado de Emergencia Nacional por un periodo de cuarenta y cinco ( 45 ) días debido al brote de coronavirus (COVID-19), en virtud de la autorización dada por el Congreso Nacional mediante la Resolución Núm.70-20 de fecha 19 de julio de 2020 , de acuerdo a lo dispuesto por la Constitución de la República Dominicana y en la Ley núm. 21-18 sobre la Regulación de los Estados de Excepción dispuestos en la Constitución de la República Dominicana, del 25 de mayo del 2018.
