The topics for discussion on this portal have already been analyzed by multiple actors. In this repository, the GS / OAS brings together some of them, as one more contribution to the discussion. This repository has two sections: In the Policy section, we will integrate information on policies relevant to the issues under discussion that are being implemented by Member States, Observer States and other States of the world. In Studies we will include analyzes, reports and reports published by academic institutions, think tanks, international and multilateral organizations, non-governmental organizations and private entities, all of them of recognized prestige, which are relevant to the conversation. The OAS will publish these articles and reports in their original language.

Almost 200M invested by the Caribbean Development Bank in COVID response measures

The CDB provided more than $140.2 million in financing in 2020 and secured an additional $50 million for 2021 to support its Member Countries in mitigating the macroeconomic and social effects of the pandemic.

In response to the crisis, the CDB provided multidimensional support to address the immediate needs of states through mitigative intervention.

The seven countries which benefited were:

  • Antigua and Barbuda - US$13 million
  • Belize - US$15 million
  • Dominica - US$2.5 million
  • Grenada - US$5.9 million
  • Saint Lucia - US$10.8 million
  • St. Vincent and the Grenadines - US$11.3 million
  • Suriname - US$8.2 million

Additionally, the CDB provided US$50 million in policy-based loans for St. Lucia (US$30 million) and Dominica (US$20 million) to support economic recovery and resilience building in the sectors hardest hit by the pandemic. US$15 million from were assigned to The Bahamas for supplementary support for the country’s response to the crisis.

COVID-19 Pandemic in the Caribbean

CDB - Framework for Reopening of Schools in the Caribbean

These guidelines outline suggested actions to be considered to ensure health and safety while ensuring the continuation of education. In particular, the guidelines focus on preparations to meet the challenges of the new school year. The guidelines should help countries to identify their strengths and gaps in responses, survey the existing structures and processes in places that can be leveraged to fill gaps, and prioritise actions for the short and medium term.

CDB - Critical Personal Protective Equipment Procured for Caribbean Frontline Medical Workers

The Caribbean Development Bank (CDB) and the Caribbean Disaster Emergency Management Agency (CDEMA) took delivery of the majority of US$3 million worth of PPE at the Port of Bridgetown. CDB procured and purchased the equipment with concessional resources through the Bank’s Special Development Fund.

Government of Canada and CDB Establish New Fund to Support Disaster Risk Management

Governments in nine Caribbean countries will still be able to maintain their disaster risk management efforts even with national finances stretched by the demands of responding to the COVID-19 pandemic.

This is because the Government of Canada has partnered with the Caribbean Development Bank to offer assistance through a new CAD$20 million fund - the Canada-CARICOM Climate Adaptation Fund (CCAF).

CIIF Emergency Relief Grant Call

In light of the loss of revenue by CI practitioners due to the effects of COVID-19, CDB has allocated USD 50,000 for the Music sub-sector and USD 50,000 for the Festivals and Carnivals sub-sector for CIIF Emergency Relief Grants. This grant is targeted at CI entrepreneurs who can demonstrate loss of income for music, festival and carnival events that have been cancelled as a result of COVID-19.

CDB to Provide Almost US$67 Million to Seven Caribbean Countries to Counter the COVID-19 Crisis

The Caribbean Development Bank (CDB) is making available emergency loans to seven Caribbean countries, in the first instance, to finance the response to the COVID-19 pandemic. Today, the Bank’s Board of Directors has approved a total of US$66.7 million for Antigua and Barbuda (US$13 million), Belize (US$15 million), Dominica (US$2.5 million), Grenada (US$5.9 million), Saint Lucia (US$10.8 million), St. Vincent and the Grenadines (US$11.3 million), and Suriname (US$8.2 million).

“The provision of support to the seven countries to respond to COVID-19 and keep critical government services and operations running is urgent to halt the economic decline and minimise social hardship, while giving focused attention to the most vulnerable people,” says CDB President Dr. Wm Warren Smith.

SAS - Reunión de Altas Autoridades del GTCC, reunión virtual para abordar sus esfuerzos frente a la pandemia y discutir una respuesta coordinada y conjunta en apoyo a las necesidades y actuales accion

El Secretario General de la OEA, en calidad de Presidente del Grupo de Trabajo Conjunto de Cumbres (GTCC), y en coordinación con la OPS, convocó el viernes 3 de abril de 2020 a las altas autoridades de las organizaciones internacionales y regionales que conforman el GTCC, a una reunión virtual para abordar sus esfuerzos frente a la pandemia y discutir una respuesta coordinada y conjunta en apoyo a las necesidades y actuales acciones de los Estados Miembros, así como en el marco de su proceso de recuperación. Los miembros del GTCC acordaron reunirse periódicamente para asegurar una coordinación continua y actualizar la información compartida que muestre un panorama de las acciones de la comunidad interamericana en apoyo a los países de la región. Ver comunicado. Desde la Secretaría de Cumbres, como Secretaría Técnica del Proceso de Cumbres, y del GTCC, se prepara la realización y el seguimiento de las referidas reuniones de las altas autoridades del GTCC.  Además de la OEA y la OPS, integran el GTCC el Banco Interamericano de Desarrollo (BID), la Comisión Económica para América Latina y el Caribe (CEPAL), la OPS, el Banco Mundial, el Instituto Interamericano de Cooperación para la Agricultura (IICA),  el Banco de Desarrollo de América  Latina (CAF), el Banco de Desarrollo del Caribe (CDB), el Banco Centroamericano para la Integración Económica (CABEI), la Organización Internacional para las Migraciones (OIM), la Organización Internacional del Trabajo (OIT), el Programa de Naciones Unidas para el Desarrollo (PNUD) y la Organización para la Cooperación y el Desarrollo Económicos (OCDE).

SAS -Reuniones de Altas Autoridades del GTCC

Las Altas Autoridades de las organizaciones que conforman el Grupo de Trabajo Conjunto de Cumbres se reunieron virtualmente a fin de coordinar los esfuerzos para brindar apoyo en las áreas de preparación, mitigación y recuperación de la crisis. La reunión fue convocada por el Presidente del GTCC, el Secretario General de la Organización de los Estados Americanos (OEA), Sr. Luis Almagro.
