The topics for discussion on this portal have already been analyzed by multiple actors. In this repository, the GS / OAS brings together some of them, as one more contribution to the discussion. This repository has two sections: In the Policy section, we will integrate information on policies relevant to the issues under discussion that are being implemented by Member States, Observer States and other States of the world. In Studies we will include analyzes, reports and reports published by academic institutions, think tanks, international and multilateral organizations, non-governmental organizations and private entities, all of them of recognized prestige, which are relevant to the conversation. The OAS will publish these articles and reports in their original language.

Win-Win Program by the ILO

The Win-Win Programme evaluates barriers to women’s business development aimed at promoting measures that create an environment conducive to women’s business development.

The Network of Women Entrepreneurs of Latin America and the Caribbean was created. Women used this space to share good practices developed to continue their business activities in the COVID-19 context. They have started to connect with European women entrepreneurs to share challenges, opportunities and lessons, as well as business opportunities.

Responsible Business Conduct in Latin America and the Caribbean (RBCLAC) by the ILO

Promotes smart, sustainable, and inclusive growth in region by supporting responsible business conduct practices. The project has supported the development and implementation of National Action Plans for Business and Human Rights in several countries in the region, ensuring that both workers and employers participate in the discussions.

In the framework of the COVID-19 pandemic, the project has developed support activities for employers and workers in the areas of OSH, implementation of teleworking and company support to workers with family responsibilities.

The project is funded by the EU and implemented in collaboration with the OECD and the Office of the UNHCR.

Regional Initiative Latin America and the Caribbean Free of Child Labour of the ILO

This initiative provides technical assistance to update the lists of dangerous jobs and to design programs and services for job retraining and protection of protected adolescent work in countries such as Argentina, Brazil, Chile, Guatemala, Honduras and Peru. Additionally, a protocol is being worked on to identify the risk of child labor in times of COVID-19.

World Bank’s General Response to COVID-19 in Latin America & Caribbean

The “World Bank’s Response to COVID-19 (Coronavirus) In Latin America & Caribbean” website section of the World Bank is a platform which allows citizens to see what the Bank is doing in each country of the region to support their efforts in addressing COVID-19-related impacts, through new operations and by redirecting funds from existing projects.

Desarrollo del documento “Lineamientos y propuestas para un plan de autosuficiencia sanitaria para América Latina y el Caribe”

En este documento se definen líneas de acción para fortalecer las capacidades de producción y distribución de vacunas y medicamentos en la región. Fue elaborado por la CEPAL ante la solicitud del Gobierno de México en ejercicio de la Presidencia de la CELAC.

En el documento se proponen siete líneas de acción con iniciativas para fortalecer los mecanismos de compra conjunta internacional de vacunas y medicamentos esenciales; utilizar los mecanismos de compras públicas de medicamentos para el desarrollo de mercados regionales; crear consorcios para el desarrollo y la producción de vacunas; implementar una plataforma regional de ensayos clínicos; aprovechar las flexibilidades normativas para acceder a propiedad intelectual; fortalecer mecanismos de convergencia y reconocimiento regulatorio, y fortalecer los sistemas de salud primaria para el acceso universal a vacunas y su distribución equitativa. 

Institutional Support for the Enhancement of Service Delivery to the Agricultural Sector Post-COVID-19 in the Caribbean Region (SURINAME)

The general objective of IICA’s project in Suriname is to contribute to food and nutrition security of the country Post COVID-19 pandemic, through interventions geared towards strengthening of agricultural service delivery mechanism in Suriname.

The project will run from June to December 2021.

IICA expects to support Suriname with institutional resources to attend the technical cooperation needs of the agricultural sector within the framework of the emergency generated by the pandemic.

IOM Strategic Response and Recovery Plan for COVID-19 in Latin America and the Caribbean, 2021

Firma de convenio de cédito entre BCIE y Korea Eximbank por US$50 millones para reforzar acciones ante COVID-19 en la región

El BCIE firmó con el Korea Eximbank de la República de Corea un contrato de crédito por US$50 millones para reforzar las acciones ante el COVID-19 en la región. Será a través del financiamiento del sector público en compras de dispositivos médicos, equipamiento que sirva para cumplir las pautas de cuarentena de los países y otros suministros médicos.

El convenio se enmarca dentro del “Programa de Emergencia de Apoyo y Preparación ante el COVID-19 y de Reactivación Económica” en beneficio de la Guatemala, El Salvador, Honduras, Costa Rica, y República Dominicana, y espera fortalecer el financiamiento del BCIE para apoyar la respuesta de emergencia ante el COVID-19 de dichos Estados.

IDB to Support Latin America and the Caribbean to Negotiate Faster Access to Vaccines

On March 11, 2021, the IDB announced an initiative which would help Latin American and Caribbean countries better compete to obtain COVID-19 vaccines. The instrument would help both countries and vaccine makers resolve indemnity obligations, thus removing key obstacles to vaccine contract negotiations. The initiative also aims at helping design and implement regulatory reforms that facilitate their acquisition and distribution.

This initiative aims at empowering developing nations in their vaccine discussions and provide them with a guarantee instrument aimed at improving the terms on which vaccines are delivered.

Almost 200M invested by the Caribbean Development Bank in COVID response measures

The CDB provided more than $140.2 million in financing in 2020 and secured an additional $50 million for 2021 to support its Member Countries in mitigating the macroeconomic and social effects of the pandemic.

In response to the crisis, the CDB provided multidimensional support to address the immediate needs of states through mitigative intervention.

The seven countries which benefited were:

  • Antigua and Barbuda - US$13 million
  • Belize - US$15 million
  • Dominica - US$2.5 million
  • Grenada - US$5.9 million
  • Saint Lucia - US$10.8 million
  • St. Vincent and the Grenadines - US$11.3 million
  • Suriname - US$8.2 million

Additionally, the CDB provided US$50 million in policy-based loans for St. Lucia (US$30 million) and Dominica (US$20 million) to support economic recovery and resilience building in the sectors hardest hit by the pandemic. US$15 million from were assigned to The Bahamas for supplementary support for the country’s response to the crisis.

Emergency response by Civil Registry and Identification Offices during the COVID-19 pandemic

The publication contains a review and analysis of nineteen Latin American and Caribbean countries on three general areas: a) The impact of COVID-19 on the provision of services of civil registries and identification offices; b) Good practices implemented by the civil registry and identification offices to respond to the effects of the pandemic and; c) Innovative initiatives promoted to guarantee the continuous registration of vital events and the issuance of identity documents that prove nationality in emergency contexts. The document also includes summaries of specific actions implemented by each of the countries part of the study.

BID provee US$1.000 millones para financiar vacunas contra el COVID-19

El BID anunció el 16 de diciembre de 2020 movilizaría US$1.000 millones para apoyar a los países de América Latina y el Caribe a comprar vacunas contra el COVID-19. Los fondos complementarán los US$1.200 millones en recursos que el ya provistos en 2020 y programados para 2021, destinados a apoyar a los Estados en sus medidas de salud pública, como pruebas y rastreos efectivos, y una mejor gestión clínica de pacientes con COVID-19.

Practical Guide to Give an Effective Response to the Covid-19 Pandemic at the Subnational Level

The purpose of this guide is to provide practical insights and recommendations on key measures that can be taken to mitigate the territorial impact of the pandemic. The guide also includes good practices and lessons learned that decision-makers from different levels of government throughout the Americas can consider to effectively respond to the current challenges posed by COVID-19, as well as concrete actions for implementation during a post-pandemic phase. If we are to succeed in overcoming this crisis, we must support and strengthen those that represent the most direct point of contact between governments and citizens and who best know and understand their communities.

Préstamo del BID para apoyar a los países de la OECO en su respuesta a las consecuencias sanitarias y socioeconómicas del COVID-19

El préstamo al Banco de Desarrollo del Caribe aportará recursos a los miembros de la OECO, compuesta por Antigua y Barbuda, Dominica, Granada, Saint Kitts y Nevis, Santa Lucía, y San Vicente y las Granadinas.

El programa contribuirá a reducir la mortalidad por COVID-19; asegurar niveles de calidad de vida para las personas vulnerables; proveerá apoyo a PYMES.

Los países de la OECO continúan siendo muy vulnerables a los riesgos sanitarios, sociales y económicos causados por la pandemia. Antes de la crisis, recibían alrededor de un millón de visitantes al año, por lo que son más vulnerables ante factores que afecten al turismo y representa un riesgo económico y social para la población residente.

Como respuesta a la crisis del COVID-19, el préstamo buscará consolidar capacidades de los países, mejorar la capacidad de suministro de servicios, apoyar las iniciativas para evitar la transmisión de la enfermedad, y mejorar la detección y manejo de los contagios.

WHO - ICMRA Joint Statement on the Need for Improved Global Regulatory Alignment on COVID-19 Medicines and Vaccines

The International Coalition of Medicines Regulatory Authorities (ICMRA) and the World Health Organization (WHO) have committed to working together to ensure that patients have access to safe and effective health products against COVID-19 as early as possible, while the existing rigorous scientific standards for the evaluation and safety monitoring of treatments and vaccines are maintained at all times.

PAHO - Countries are Falling Short in Implementing Mental Health Services During COVID-19 Pandemic

A new survey conducted by PAHO and WHO shows that countries are falling short in implementing mental health services at a time when mental health support is paramount, according to PAHO Assistant Director, Jarbas Barbosa. In a press briefing on the COVID-19 pandemic today, Dr. Barbosa said, “Data from 29 countries show that while 27 of them have integrated mental health into their COVID-19 plans, only two are adequately funded.”
