This repository has two sections: In the Policy section, we will integrate information on policies relevant to the issues under discussion that are being implemented by Member States, Observer States and other States of the world. In Studies we will include analyzes, reports and reports published by academic institutions, think tanks, international and multilateral organizations, non-governmental organizations and private entities, all of them of recognized prestige, which are relevant to the conversation. The OAS will publish these articles and reports in their original language.

The supplies were procured via the UN Supply Portal and the PAHO Strategic Fund, which facilitates procurement of diagnostics, ventilators, and PPE for the COVID-19 response. This initiative is the result of several weeks of collaborative coordination between PAHO/WHO, the World Food Programme, the Government of Canada and the Caribbean Disaster Emergency Management Agency (CDEMA), which has developed an initiative to assist with the short-term establishment and operation of a new integrated Regional Logistics Hub for the COVID-19 response based in Barbados.

IOM, UNICEF Assist Migrant Children Affected by Pandemic

Through a joint project— #YoCamino (I March) campaign—the International Organization for Migration (IOM) and the United Nations Children's Fund (UNICEF) have provided specialized kits to more than 60 migrant children and adolescents like Alejandro and his brother, including many Nicaraguans.

The assistance kits contain hygiene supplies for personal use, food, and recreational and informative materials on preventing COVID-19 and irregular migration. In some cases, specific items to cover a child's special needs also have been delivered. In this case, Alejandro and his brother received the clothing and suitcases they lacked for their return.

UNHCR Expands Support to Refugees and Host Communities in Brazil as COVID-19 Takes its Toll

Brazil is host to more than 345,000 refugees and asylum seekers, for whom the consequences of the pandemic are especially harsh.

In an effort to limit the spread and impact of the virus, UNHCR is enhancing community awareness efforts, including through information campaigns and preventive information sessions in the different indigenous languages. Hygiene promotion has also been scaled up in temporary shelters: hand-washing stations have been installed and soap distribution continue to take place since the beginning of March.

UNHCR is also addressing rising humanitarian and health needs among refugees living on the streets, and in overcrowded shelters and unsanitary conditions in the northern regions of Brazil, including in Amazonas, Roraima and Para states.

CDB - Critical Personal Protective Equipment Procured for Caribbean Frontline Medical Workers

The Caribbean Development Bank (CDB) and the Caribbean Disaster Emergency Management Agency (CDEMA) took delivery of the majority of US$3 million worth of PPE at the Port of Bridgetown. CDB procured and purchased the equipment with concessional resources through the Bank’s Special Development Fund.

El país logró recibir el sello Safe Travels o Destino Seguro del Consejo Mundial de Viajes y Turismo (WTTC, por sus siglas en inglés), gracias a la implementación de los 16 protocolos sanitarios para las actividades turísticas.

“Para conseguir el sello debimos enviar los protocolos a revisión a la WTTC, los aprobaron y ahora viene una tercera etapa con el proceso para sub-licenciar a las empresas turísticas costarricenses y promover el uso del sello. El éxito del sello requiere que todos pequeña, mediana y gran empresa, así como los colaboradores y turistas, cumplamos las medidas de sanidad contra la pandemia”, señaló Gustavo Segura, Ministro Rector de Turismo.

Costa Rica se une Aruba, Portugal, Dubai, Turquía, Egipto, Ucrania y las ciudades españolas de Sevilla y Benidorm, como sitios con sello Safe Travels.

IICA - Multilateralism, Open Trade and Family Farming Will Pave the Way to Economic Recovery and Food Security in the Americas

Rebeca Grynspan, Ibero-American Secretary General (SEGIB), and Cassio Luiselli, member of the Advisory Council for Food Security in the Americas, discussed these scenarios and proposed adequate responses for strengthening cooperation between countries and mitigating the effects of the pandemic.

They noted that, in order to drive economic reactivation and food security in the Latin American and Caribbean region, it will be necessary to capitalize on the potential of multilateralism, maintain the flow of goods, minimize trade barriers, foster production chains with greater value added, improve food marketing and distribution, and strengthen family farming.

ECLAC Calls for Urgent Regional Cooperation beyond the Pandemic to Foster More Integration and Avert a Food Crisis

Alicia Bárcena (warned) that the region is at risk of experiencing a true food crisis. She specified that more than 96 million people will be living in extreme poverty – 11.8% of all people living in cities and 29% of the residents in rural areas.

“This is a huge warning, the income of households is declining along with their access to the food basket. It is not that there is a shortage of food, it is that people do not have the resources to be able to acquire it. This comes on top of the low nutritional quality that people are experiencing, above all the poorest families,”.

Temporary Basic Income to Protect the World's Poorest People Could Slow the Surge in COVID-19 Cases, Says UNDP

The report Temporary Basic Income: Protecting Poor and Vulnerable People in Developing Countries estimates that it would cost from $199 billion per month to provide a time-bound, guaranteed basic income to the 2.7 billion people living below or just above the poverty line in 132 developing countries.

The report concludes that the measure is feasible and urgently needed, with the pandemic now spreading at a rate of more than 1.5 million new cases per week, particularly in developing countries, where seven out of ten workers make a living through informal markets and cannot earn money if they are at home.

Bolivia respaldará la sostenibilidad de las MiPyME ante crisis COVID-19 con apoyo del BID

El Banco Interamericano de Desarrollo (BID) aprobó un préstamo de US$130 millones para apoyar la sostenibilidad financiera de corto plazo de las Micro, Pequeñas y Medianas Empresas (MiPyME) como sostén del empleo en Bolivia frente a la crisis del COVID-19 y sus efectos en el tejido productivo.

El programa espera beneficiar como mínimo a aproximadamente 12.000 MiPyME afectadas por la crisis, mediante créditos que se otorgarán a través de las Instituciones Financieras elegibles, destinándose un monto superior al 30 por ciento del total de los recursos a empresas propiedad de mujeres.

OAS General Secretariat and Venezuelan Civil Society Present Proposals to Improve the Situation of Venezuelan Migrants and Refugees during the COVID-19 Crisis

This document is the result of 13 meetings held between the Office of the General Secretariat for the Crisis of Venezuelan Migrants and Refugees and the Coalition for Venezuela, made up of 63 civil society organizations that provide assistance to Venezuelans in 23 countries in the region.

"The situation of Venezuelan migrants and refugees represents one of the greatest challenges during the COVID-19 pandemic, given that it has increased the difficulty in fully exercising their rights, such as: access to health, education, the right to life, to housing, to food, to work and the safeguarding of livelihoods,” the document states in the introduction.

Global Macroeconomic Scenarios of the COVID-19 Pandemic

We then explore scenarios where the opening of economies results in recurrent outbreaks of various magnitudes and countries respond with and without economic shutdowns. We also explore the impact if no vaccine becomes available and the world must adapt to living with COVID-19 in coming decades. The final scenario is the case where a given country is in the most optimistic scenario (Scenario 1), but the rest of the world is in the most pessimistic scenario. The scenarios demonstrate that even a contained outbreak will significantly impact the global economy in the coming years. The economic consequences of the pandemic under plausible scenarios are substantial and the ongoing economic adjustment is far from over.

Cities policy responses

This note was developed by the OECD Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) in collaboration with the OECD Working Party for Urban Policy and the OECD Champion Mayors Initiative for Inclusive Growth. It is an update of the version released on 27 March, which expands the examples of measures taken by cities to respond to COVID-19 and provides analysis on issues related to the economic impact, density, resilience and collaboration with national governments. Short and medium term responses provided by cities are clustered around six categories: i) social distancing; ii) workplace and commuting; iii) vulnerable groups; iv) local service delivery; v) support to business; and vi) communication, awareness raising and digital tools. The note also includes new information on how cities are progressively exiting the lockdown and on lessons learned in terms of density, mobility and digitalisation. It concludes with action-oriented guidance to build back better cities, building on previous work on urban resilience. Annex A provides more detailed information on the inventoried city initiatives. Annex B maps efforts from selected organisations and city networks to collect city responses and foster knowledge and experience sharing.
