The topics for discussion on this portal have already been analyzed by multiple actors. In this repository, the GS / OAS brings together some of them, as one more contribution to the discussion. This repository has two sections: In the Policy section, we will integrate information on policies relevant to the issues under discussion that are being implemented by Member States, Observer States and other States of the world. In Studies we will include analyzes, reports and reports published by academic institutions, think tanks, international and multilateral organizations, non-governmental organizations and private entities, all of them of recognized prestige, which are relevant to the conversation. The OAS will publish these articles and reports in their original language.

CDB - Critical Personal Protective Equipment Procured for Caribbean Frontline Medical Workers

The Caribbean Development Bank (CDB) and the Caribbean Disaster Emergency Management Agency (CDEMA) took delivery of the majority of US$3 million worth of PPE at the Port of Bridgetown. CDB procured and purchased the equipment with concessional resources through the Bank’s Special Development Fund.

“In recent years we’ve seen young people leading grassroots movements for climate change and racial equality. Now we need young people to start a global movement for health – for a world in which health is a human right, not a privilege”, he suggested.

IICA - Multilateralism, Open Trade and Family Farming Will Pave the Way to Economic Recovery and Food Security in the Americas

Rebeca Grynspan, Ibero-American Secretary General (SEGIB), and Cassio Luiselli, member of the Advisory Council for Food Security in the Americas, discussed these scenarios and proposed adequate responses for strengthening cooperation between countries and mitigating the effects of the pandemic.

They noted that, in order to drive economic reactivation and food security in the Latin American and Caribbean region, it will be necessary to capitalize on the potential of multilateralism, maintain the flow of goods, minimize trade barriers, foster production chains with greater value added, improve food marketing and distribution, and strengthen family farming.

ECLAC Calls for Urgent Regional Cooperation beyond the Pandemic to Foster More Integration and Avert a Food Crisis

Alicia Bárcena (warned) that the region is at risk of experiencing a true food crisis. She specified that more than 96 million people will be living in extreme poverty – 11.8% of all people living in cities and 29% of the residents in rural areas.

“This is a huge warning, the income of households is declining along with their access to the food basket. It is not that there is a shortage of food, it is that people do not have the resources to be able to acquire it. This comes on top of the low nutritional quality that people are experiencing, above all the poorest families,”.

Temporary Basic Income to Protect the World's Poorest People Could Slow the Surge in COVID-19 Cases, Says UNDP

The report Temporary Basic Income: Protecting Poor and Vulnerable People in Developing Countries estimates that it would cost from $199 billion per month to provide a time-bound, guaranteed basic income to the 2.7 billion people living below or just above the poverty line in 132 developing countries.

The report concludes that the measure is feasible and urgently needed, with the pandemic now spreading at a rate of more than 1.5 million new cases per week, particularly in developing countries, where seven out of ten workers make a living through informal markets and cannot earn money if they are at home.

Bolivia respaldará la sostenibilidad de las MiPyME ante crisis COVID-19 con apoyo del BID

El Banco Interamericano de Desarrollo (BID) aprobó un préstamo de US$130 millones para apoyar la sostenibilidad financiera de corto plazo de las Micro, Pequeñas y Medianas Empresas (MiPyME) como sostén del empleo en Bolivia frente a la crisis del COVID-19 y sus efectos en el tejido productivo.

El programa espera beneficiar como mínimo a aproximadamente 12.000 MiPyME afectadas por la crisis, mediante créditos que se otorgarán a través de las Instituciones Financieras elegibles, destinándose un monto superior al 30 por ciento del total de los recursos a empresas propiedad de mujeres.

Cities policy responses

This note was developed by the OECD Centre for Entrepreneurship, SMEs, Regions and Cities (CFE) in collaboration with the OECD Working Party for Urban Policy and the OECD Champion Mayors Initiative for Inclusive Growth. It is an update of the version released on 27 March, which expands the examples of measures taken by cities to respond to COVID-19 and provides analysis on issues related to the economic impact, density, resilience and collaboration with national governments. Short and medium term responses provided by cities are clustered around six categories: i) social distancing; ii) workplace and commuting; iii) vulnerable groups; iv) local service delivery; v) support to business; and vi) communication, awareness raising and digital tools. The note also includes new information on how cities are progressively exiting the lockdown and on lessons learned in terms of density, mobility and digitalisation. It concludes with action-oriented guidance to build back better cities, building on previous work on urban resilience. Annex A provides more detailed information on the inventoried city initiatives. Annex B maps efforts from selected organisations and city networks to collect city responses and foster knowledge and experience sharing. IMF Executive Board Approves a Temporary Increase in Annual Access Limits to Financial Support

The severe impact of the COVID-19 pandemic on global economic conditions has resulted in an unprecedented number of member countries seeking financial support from the IMF. As of July 13, 2020, 72 countries have already received financial assistance from the IMF’s emergency financing instruments since the onset of the pandemic, facilitated by the doubling of annual access limits under these facilities approved by the Executive Board on April 6. Further requests for assistance, the majority of which are likely to be met through the IMF’s regular lending instruments, are expected in the months ahead.

WHO Director-General pays tribute to Spain’s sacrifices and leadership to confront COVID-19

At one point, Spain was among the countries impacted most by COVID-19. At the outbreak’s peak, close to 10,000 new cases were reported in a single day in Spain. Since then, intensive efforts, led by robust surveillance, testing, contact tracing, treatment and isolation, have managed to suppress transmission.

Dr Tedros said this shift was due to the leadership shown by Spain and the strong resolve shown by the Spanish public to adhere to strict restrictions, including lockdowns, physical distancing and other critical measures to contain transmission. These efforts, combined, have successfully changed the course of the country’s outbreak.

OECD - Rising Uncertainties from COVID-19 Cloud Medium-Term Agricultural Prospects

The joint OECD-FAO Agricultural Outlook 2020-2029 report finds that over the next ten years supply growth is going to outpace demand growth, causing real prices of most commodities to remain at or below their current levels. Fluctuations in the driving factors of supply and demand could lead to strong price variations around this general path. At the same time, a decrease in disposable incomes in low-income countries and households caused by COVID-19 is expected to depress demand in the early years of this outlook and could further undermine food security.
