MISPA I, held in 2008 in Mexico City, Mexico, consisted of an agreement on the basis and conditions for strengthening international coordination in the area of public security. From a peace-building and democracy promotion perspective, this political forum addressed the following challenges:
- Public security management
- Prevention of crime, violence and insecurity
- Police management
- Citizen and community participation
- International cooperation
MISPA I emphasized respect for human rights and the development of multidimensional perspectives that cut across issues related to public security. In addition, it addressed and reflected on the laws that, both locally and internationally, operate as a basis for working and thinking about coordinated approaches to this issue.
