United Nations Security Council Resolution 1540 (UNSCR 1540) was adopted on 28 April 2004, under Chapter VII of the UN Charter, making it legally binding on all UN Member States. It aims to prevent non-state actors from developing, acquiring, manufacturing, possessing, transporting, transferring or using nuclear, chemical or biological weapons and their means of delivery for terrorist purposes. The resolution also addresses attempts to engage in, participate in or assist in any of the above-mentioned activities, or finance them.
The latest comprehensive review by the 1540 Committee highlighted shortcomings in the implementation of the resolution, particularly in some regions of the world. The role of international organizations, especially regional ones, which are more aware of different national realities, is crucial to improving the implementation of this resolution, as well as other international instruments related to the non-proliferation of weapons of mass destruction.
To demonstrate how regional organizations can contribute to strengthening the implementation of UNSCR 1540 (2004), the Secretariat of the Inter-American Committee against Terrorism (CICTE) of the Organization of American States (OAS), which hosts the hemispheric coordination of the resolution, will organize an event to showcase its past and current efforts in Latin America to support regional states in implementing the resolution. The event will highlight the dedication of Latin American states in this commitment, recognize the support of donors such as the European Union and the United States Department of State, and demonstrate the fundamental role of the OAS/CICTE in assisting its Member States.
Objectives:
- To discuss the different avenues explored by the OAS/CICTE to support its Member States in strengthening the implementation of UNSCR 1540 (2004).
- To analyze the results of the peer review exercises and bilateral cooperation meetings recently held in Latin America.
- Highlight the role of the OAS/CICTE in strengthening export controls in the region.
- Share effective practices in terms of capacity building regarding the implementation of biosecurity measures.
The event will be held in person, beginning with a keynote address by a representative of the 1540 Committee and the OAS/CICTE. The program will feature an interactive roundtable, where member states will discuss their participation in peer review exercises and bilateral cooperation meetings. The OAS/CICTE will also present its strategies to support states in the region.
