The Inter-American Network of Cadastre and Property Registry (RICRP) will hold its tenth conference and annual assembly, #CONFCAT24, from November 11 to 13, 2024, in the city of Brasília, Brazil. The event is organized by the National Institute of Colonization and Agrarian Reform of Brazil (INCRA) and the Organization of American States (OAS), with support from the Brazilian Cooperation Agency (ABC), the World Bank, and the Food and Agriculture Organization of the United Nations (FAO).
The invitation to the 10th Conference and Assembly was confirmed in the Strengthening Democracy Resolution AG/RES. 3029 (LIV-O/24) of the 54th OAS General Assembly, calling on Member States to attend this conference aimed at strengthening cadastre and property registry in the Americas.
At #CONFCAT24, The highest national authorities in these two areas of public administration will address the theme of “Cadastre and Property Registry in the Democratization of Access to Land, where they will seek to exchange knowledge and best practices, as well as reach agreements that contribute to advancing the regional cadastral and property registry agenda.
The agenda will focus on three key pillars:
1. The role of cadastre and property registry in promoting the democratization of access to land.
2. The interface between cadastral systems and society.
3. Cadastre and property registry as mechanisms for mitigating climate change and environmental degradation.
The Conference will be attended by national authorities responsible for cadastre and property registry in the Americas, alongside multilateral organizations, experts, and the general public from the national and regional ecosystem related to these topics.
#CONFCAT24 follows up on the Bogotá Declaration of the RICRP from December 2023, titled “Cadastre and Registry in Service of Social Well-being, Democracy, and the Environment,” which calls for generating recommendations to guide public policy on Cadastre and Registry, emphasizing their role in securing land tenure and promoting social peace. The RICRP is chaired in 2024 by the Agustín Codazzi Geographic Institute of Colombia (IGAC), under the leadership of its Director General, Gustavo Marulanda Morales.
CONFCAT is the most important annual event of the RICRP, aimed at contributing to the advancement of cadastral and registry systems and the establishment of land administration and management systems in the countries of the region.
The event brings together top public and private sector authorities, as well as experts, civil society, and enthusiasts in cadastre and property registry. The purpose of the meeting is to foster dialogue and the exchange of best practices among regional authorities regarding the importance of cadastre and property registry for the democratization of access to land; the interface of cadastral and registry systems with society; and their role as mechanisms for addressing climate change and environmental degradation.
In this regard, the aim is to create a space for reflection to rethink land rights and access for traditional peoples and communities in collective areas, as well as socially vulnerable groups, including indigenous, quilombola, smallholder farmers, and other traditional populations and communities.
