That in the short term, the Office of the Public Prosecutor establish—with the support of international cooperation—specialized working groups at the departmental level that coordinate with the national level to investigate the events that took place during the 2019 crisis. In particular, that these groups: a) be made up primarily of career prosecutors with dedication and exclusive competence and with training in the protection of human rights; b) have the logistical and scientific resources necessary to function properly, along with autonomy and managerial independence.
