F. Persons in particularly vulnerable situations: Regarding freedom of expression, the Commission makes the following recommendations to the Mexican State: 61. Recognize, at the highest levels of the State, the legitimacy and the value of the journalistic work, and condemn attacks as reprisals for the exercise of the freedom of expression.
