The Program aims to promote the rights of Afro-descendants and their social inclusion, promote the implementation of the Plan of Action for the Decade for People of African Descent in the Americas (2016–2025), and serve as Technical Secretariat of the Inter-American Network of High Authorities on Policies for Afro-descendant Populations (RIAFRO, for its initials in Spanish).
The RIAFRO is a specialized mechanism for dialogue, coordination, and permanent collaboration between national authorities of the Americas to promote the implementation of policies for the Afro-descendant population in accordance with international and regional obligations, framed in the guiding principles of the Decade: Recognition, Justice and Development.
The RIAFRO was created in Lima, Peru, at the First Inter-American Meeting of High-Level Authorities on Policies for the Afro-descendant Populations, which took place from June 11 to 13, 2018, which was attended by 12 Latin American countries, representatives of civil society and organizations. international.
The 11 States that are part of the RIAFRO, present biannually their progress in public policies for the inclusion of the Afro-descendant population and the fight against discrimination and racism. States deliver their national reports that summarize the actions materialized in government programs, development plans and public policies, some of them developed jointly with civil society organizations to reduce racial inequalities. The progress presented in the country reports can be reference points for other governments and regional and international institutions regarding their own work with Afro-descendant populations and for them to adopt specific policies against racism and discrimination.
