The Meetings of Ministers and High Authorities of Social Development constitute a forum for substantive dialogue on public policies among the Member States of the OAS. They are organized every three years. This dialogue seeks to identify regional trends and priorities, allow the exchange of experiences and best practices in the development and implementation of policies for social development. They also offer an opportunity to identify and announce bilateral and multilateral cooperation offers. They also serve to establish the agenda for the work of the OAS in support of Member States to advance social development. These meetings are also a forum to engage partners who can share solutions, resources and experience with Member States, permanent observer States, other international organizations, the private sector, academic institutions and social actors.

Since 2008, five REMDES have been carried out (Chile 2008; Colombia 2010; Paraguay 2016; Guatemala 2019; Dominican Republic 2022). Through these meetings, the aim is to identify regional trends and priorities, facilitate the exchange of experiences and best practices on policy development and application, and determine cooperation opportunities to promote social development. Two concrete results of these meetings are the adoption of a 1) Declaration of Priorities for Social Development and 2) an Action Plan with concrete activities to meet the priorities identified in the declaration.

These meetings are aimed at ministers and high authorities of social development; It is also open to representatives of other multilateral organizations, civil society and other actors, in accordance with the rules and procedures established for the sectoral processes of the Inter-American Council for Integral Development CIDI.

Objectives

Approve the common priorities and lines of action that will promote the regional social development agenda and guide the work of the OAS in promoting said priorities through:

  • A political declaration based on the theme of the meeting and that describes the regional vision to promote social development in the Hemisphere and;
  • An Action Plan that establishes the concrete steps to fulfill the priorities identified in the Declaration, which will be put into practice by the General Secretariat of the OAS/SARE-DIS in coordination with the Member States and relevant partners.
Activities

The SARE, in its role as Technical Secretariat of the ministerial process of social development, provides technical and substantive support to the Member States to achieve the corresponding sectorial ministerial cycle; collaborating in the organization of meetings, preparation of working documents, monitoring reports and preparation of inputs necessary for the execution of the activities contemplated in the Work Plan of the Inter-American Commission for Social Development (CIDES).
