The Secretariat of the Inter-American Committee on Ports (CIP) provides its members with concrete benefits focused on institutional capacity building, including technical assistance projects supported by multilateral funding agencies such as the Caribbean Development Bank (CDB), in collaboration with the private sector, international organizations, relevant government agencies of Member States (such as the U.S. Coast Guard) and NGOs.

The Secretariat, through technical assistance projects, has built a broad network of international port sector leaders and subject matter experts specialized in conducting port assessments and functionality improvement projects, including:

  • Institutional and operational assessment of the Port Authority of St. Vincent and the Grenadines.
  • Establishment of a Port Community System (PCS) in Barbados.
  • Improving Disaster Risk Management in Caribbean Ports.
  • Guide for environmental certification and sustainability reporting for ports in the Americas (Green Guide).
  • Feasibility Study for the Establishment of an Electronic Single Window (ESW) for Trade in Belize.

Objectives
  • Institutional and Operational Assessment of the St. Vincent and the Grenadines Ports Authority (SVGPA): Assess the operational and institutional capabilities of St. Vincent and the Grenadines, and formulate comprehensive and feasible recommendations to maximize efficiency, including port safety, operations, health and security, as well as financial procedures to be implemented by the Government of SVG in its Port Modernization Project 2020 - 2024.
  • Establishment of a Barbados Port Community System: Assess the international logistics and supply chain and produce an implementation roadmap with a set of legal, operational and financial recommendations, among others, to facilitate the implementation of the national PCS.
  • Improving Disaster Risk Management in Caribbean Ports: Strengthen disaster risk management capacities in Caribbean port and maritime authorities and reduce the impact of natural and anthropogenic disasters on port operations.
  • Green Guide: Develop a Guide that provides useful information on how to establish an action plan to generate sustainability reports and continuous improvements in sustainable port management.
  • Feasibility Study for the Establishment of an Electronic Single Window (ESW) for Trade in Belize: Inform and advise the Government of Belize on the technical, legal and financial requirements for the establishment and operation of an ESW. 
Activities

    • Establish a Port Community System (PCS) in Barbados:
      • Prepare inception report with work plan.
      • Write draft situation analysis report.
      • Prepare final situation analysis report.
      • Draft implementation roadmap.
      • Develop final implementation roadmap.
      • Conduct program of stakeholder sensitization sessions.
      • Support project management.
    • Improve Disaster Risk Management in Caribbean Ports:
      • Conduct a comprehensive review of a) natural and man-made hazards that have the potential to threaten or disrupt, and b) port vulnerabilities and current capacities for disaster risk management, including review of existing Emergency Response Plans at Caribbean ports
      • Drafting of a Model Disaster Response Plan (MOEP) for Caribbean ports.
      • Conduct four (4) regional workshops delivered in cooperation with the Strategic Partners and based on the MEOP.
      • Test the effectiveness of the Model Disaster Response Plan in two (2) Caribbean ports.
    • Green Guide:
      • Draft Guidebook.
      • Prepare Guidebook in its final version.
      • Translate the Guide from Spanish to English.

      • Feasibility Study for the Establishment of an Electronic Single Window (ESW) for Trade in Belize:
        • Produce a Best Practice Report.
        • Conduct two (2) technical In-Country Mission and meet with dozens of international trade stakeholders.
        • Conduct an in-person Stakeholder Workshop.
        • Prepare a Situational Analysis Report with a set of recommendations for ESW implementation.
