The RIAL is the mechanism for cooperation among the Ministries of Labor of the Americas that seeks to build their human and institutional capacities. All its activities and priorities are defined by the Ministries of Labor of the region through the Inter-American Conference of Ministers of Labor (IACML). The RIAL operates as a system of seven complementary and mutually reinforcing tools: hemispheric workshops, bilateral cooperation, technical studies on specific topics, portfolio of programs, newsletter, virtual dialogues and webinars, and the website. The OAS is Technical Secretariat of the Network, as such, it coordinates the operation of the Network, provides technical inputs, guides the planning and execution of activities through all its tools, and keeps its website updated.


Objectives
  • The great objective of the RIAL is to strengthen the institutional and human capacities of the Ministries of Labor through cooperation.
  • Identify, organize and disseminate the experience and knowledge of the Ministries of Labor of the Hemisphere.
  • Collect and systematize information regarding programs and projects in priority topics for labor administration.    
  • Foster critical transfer of the various experiences and lessons learned through workshops and cooperation activities among countries. 
  • Facilitate communication between Ministries of Labor, international organizations, financial agencies, workers and employers representatives and civil society.
  • Improve the ability of the Ministries of Labor to identify their institutional needs and to formulate proposals to receive technical and financial assistance.
  • Strengthen coordination and collaboration among international organizations and cooperation agencies.

  • Hemispheric workshops about priority issues for the Ministries of Labor
  • Portfolio of Programs
  • Virtual dialogues for the negotiation of political documents (Declaration and Ministerial Action Plan)
  • Technical studies on priority issues defined by the Ministries of Labor within the framework of the Conference (for example gender mainstreaming, youth employment)
  • Publication of biweekly newsletters about the activities of the Network and the Conference itself, as well as outstanding news from the world of work in the region and from the Ministries of Labor
