The “Learn a Language” Cooperation Program offers the opportunity to learn a second language through digital platforms, tools, and applications that provide learning materials and enable interaction with peers and/or instructors, as the courses are conducted online.

CooperaNet, an online marketplace/hub for fostering regional cooperation and partnerships for development in the Americas, hosts the program on its platform.

• Who: Nationals of OAS Member States with some knowledge or absolute beginners.

• How: Online courses lasting approximately 10 weeks (2.5 months, including 1–2-week breaks).

• When: Each week, students spend 3-4 hours working on the online platform.

• What: Completing the course certifies students at internationally recognized proficiency levels.

Objectives

• Facilitate multi-stakeholder cooperation for e-language learning in the Americas.

• Develop an ongoing space for language learning through Cooperanet (The OAS online hub for development cooperation and partnerships)

• Promote opportunities for language learning among the citizens of the Americas.

• Foster opportunities for teacher and student certification in foreign language proficiency (for teaching and learning)


Activities

• Facilitating Digital Language Learning: The LCP provides opportunities to learn a second language using digital platforms, tools, and applications that offer interactive materials and enable engagement with peers and instructors online.

• Hosting the Program on CooperaNet: CooperaNet hosts the program on its platform, driving regional cooperation and partnerships for development in the Americas.

• Promoting Multilingual Learning: The program supports the teaching and learning of the four official OAS languages: English, Spanish, French, and Portuguese.

• Partnering for Language Training: Leading private academic institutions deliver language training in collaboration with national entities in OAS Member States and Permanent Observer States.

Results
In 2024, 319 out of 350 scholarships for online Spanish training were awarded to 304 students and 15 teachers from 16 OAS Member States.
A total of 319 Caribbean Nationals enrolled in the courses, including General Public (206), Teachers (15) and High School Students (98).
The LCP pilot offered Spanish courses to 8 Jamaican schools, with 98 students completing virtual extracurricular language training by March 2024.
