The OAS Alliance with ProFuturo aims to contribute to the strengthening and advancement of public policies on digital education in Latin America and the Caribbean. To this end, it articulates actions between the ProFuturo Program and the Educational Portal of the Americas, designing activities that promote intersectoral educational dialogue.

This Alliance was presented in 2017 during the IX Inter-American Meeting of Ministers of Education of the OAS, and it was formalized in 2018, with the signing of a collaboration agreement between the OAS General Secretariat, through the Executive Secretariat for Integral Development (SEDI) and the Inter-American Committee on Communications (CITEL), and the ProFuturo Program, an initiative of Fundación Telefónica and Fundación La Caixa.

The Alliance seeks to contribute to the fulfillment of the objectives outlined in three main political mechanisms of the Inter-American System:

  • The Second Phase of the Inter-American Education Agenda, agreed upon by the Ministries of Education of the OAS Member States for 2022-2027. In particular: 1) Recovery, repair, and reactivation of the post-pandemic education sector, 2) Use of new technologies in education and the digital educational agenda, and 3) Professional development and teacher training.
  • The ICT 2030 AMERICAS Alliance, promoted by CITEL and signed in June 2016 between the Secretary General of the OAS, Luis Almagro, and the main telecommunications companies in Latin America, seeks to contribute to the fulfillment of the objectives of the United Nations Agenda for Sustainable Development 2030, through the fight against poverty through the integration of ICTs into the national policies of OAS member states.
  • Article 26 of the Inter-American Democratic Charter, establishes guidelines for civil society participation in OAS activities and hemispheric debate.

Objectives
  • Emphasize the relevance of digital education in the framework of quality of education.
  • Contribute to hemispheric dialogue in education with the views and contributions of Civil Society Organizations (CSOs).
  • Strengthen key actors in the management of digital education projects.
  • Systematize and disseminate good practices of digital education among CSOs and countries for mutual development.
  • Promote digital tools, content, and methodologies in the classroom to develop digital skills.


Activities
  • Development of studies on digital education from the perspectives of Civil Society Organizations (CSOs).
  • Intersectoral webinars and roundtables on digital education in the Americas.
  • Hemispheric mapping of good practices in digital education.
  • Training paths for the institutional strengthening of Ministries of Education and CSOs.
  • Provision of technological equipment and digital educational content to primary schools in the Bahamas, Barbados, Belize, Guyana and Saint Lucia.
  • Teacher training in collaboration with the Inter-American Network of Teacher Education (ITEN)

Equipment: 92 primary schools in the Caribbean received technological equipment, an offline classroom management system, and digital content.
Training: More than 8,500 Caribbean teachers trained in innovation and integration of ICT in the classroom in collaboration with ITEN.
Training: 4,000 scholarships to teachers in Peru for courses in learning methodologies in a virtual environment.
Publications: educational continuity in the pandemic and return to face-to-face learning in the post-pandemic: more than 80 CSOs from 16 countries.
