Due to the exceptional challenges posed by cybercrime, the 5th Meeting of Ministers of Justice and Attorneys General of the Americas (REMJA in 2004 recommended to the OAS/REMJA Cybercrime Working Group the establishment of a training program for the benefit of OAS member states.

With the sponsorship of the United States Department of Justice, in its role as the chair of the Working Group, this program has been implemented, taking a holistic approach to training by addressing three aspects:

  • Investigation, presenting techniques for evidence analysis and combining traditional investigative methods with new technologies.
  • Prosecution, teaching how to present evidence in a court of law.
  • Evaluation and analysis, explaining how to analyze presented evidence, ensure its integrity, and connect existing laws with modern crimes.

Objectives
  • Train judges and prosecutors in the importance of electronic evidence preservation, technical aspects of cybercrime and more advanced topics such as Ransomware and Cryptocurrencies
  • Promote horizontal networks for exchange of information
  • Promote the adoption of the dispositions of the Budapest Convention to facilitate mutual assistance between States 

Activities
  • Conducting training workshops on cybercrime for judges and prosecutors in Latin America and the Caribbean.
  • Compiling and systematizing existing legislation on cybercrime from the member states of the OAS and the directory of agencies established as their Points of Contact.
  • Gathering data and updated legislative information from the OAS member states on cybercrime to conduct a 'diagnosis' of the Americas.
