OAS deploys an Electoral Observation Mission in Dominica
The Electoral Observation Mission of the Organization of American States (OAS/EOM) in Dominica, led by Secretary of Mutidimentional Security Adam Blackwell, observed the General Elections in all 21 constituencies of the country on Monday, December 8th. The observers were present at the polling stations from their opening at 7am and remained for the counting of the ballots. Read more...

Together with the United Nations Development Program (UNDP), the OAS co-organized seminars on Challenges for Women´s Political Participation and Electoral Financing in Colombia. Scholars, legislators, politicians and representatives from political parties were among the participants in these seminars.

The OAS, in cooperation with the Chamber of Deputies of Argentina and the National Assembly of Panama, held one-day conferences in the respective countries on October 9th and 16th with the objective of raising awareness about the advantages of the implementation of CSR by legislators, the private sector and civil society.

The XI Meeting of CLARCIEV, "IDENTIFICATION IN THE REGIONAL MIGRATION: A LATIN AMERICAN CHALLENGE" was held in Panama City, from November 18-21, 2014. Sixteen countries from Latin America and the Caribbean participated in this meeting, discussing the progress in the reduction of under-registration process in the region and successful experiences in providing better registration and identification services for all citizens.

The Chief of Staff of the OAS General Secretariat, Ambassador Hugo de Zela, and the Director of DECO, Gerardo de Icaza, inaugurated the meeting on the 24th of November in the city of Lima, Peru. 37 high-level electoral officials of 21 member States attended the meeting.

A volume titled Scholars, Policymakers and International Affairs: Finding Common Cause, edited by Abraham Lowenthal and Mariano Bertucci, fostered this discussion, held November 6th. The event, co-organized with the Wilson Center, featured Dr. Cynthia Arnson, Counselor of State H.E. Thomas Shannon and Dr. Fred Bergsten, Director Emeritus of the Peterson Institute for International Economics, were among the distinguished panelists.

The Department for Effective Public Management (DEPM/OAS) co-organized the Third Ministerial Meeting on E-Government and Eighth Meeting of the Network of e-Government Leaders of Latin America and the Caribbean (Red GEALC, held in Cartagena de Indias, Colombia, on December 3-4. Almost one hundred ministers and officials from 26 countries of the region participated in the Ministerial.

PUICA/OAS and the Civil Registry of Paraguay finalize project on Strengthening the birth registry System Project DEPM participates in annual meeting of the Transparency and Access to Information Network (RTA) First accreditation workshop on the ISO Electoral Standard
As part of this project, an Agreement was signed between the Vice President and Ministry of Health and Welfare (MSPyBS), the Ministry of Justice (MJ), the Ministry of Interior (MOI) and the National Secretariat of Information Technology and Communication (SENATIC's). Four auxiliary REC offices were also opened in the country. Brasilia, November 2014. The meeting, held in Brasilia in November 2014, allowed for the exchange of information among member countries of the RTA. During the meeting, the draft of the Information and Records Management Model, jointly developed by the RTA, Eurosocial and the DEPM, was presented. The training that was conducted at the OAS headquarters between December 18th and 21st, presented the requirements that the Certification Bodies need to meet in order to receive the accreditation of the International Electoral Accreditation Body (IEAB) and certify the electoral organs in the region.

Online Seminar: Open Parliaments: From Thought to Action – Ibero- American Experiences OAS co hosts Financing Democracy Forum with OECD and International IDEA in Paris International course: "Strategies for Open Government in the Americas"
The Support for Representative Institutions Section of the SAP, together with the Spanish Documentation Sciences Foundation, organized an online seminar that took place from December 9th to 20th of 2014 with the aim of creating a virtual forum for dialogue between legislative institutions and civil society organizations from Latin America, the U.S. and Spain.

Chile, December 2014. A strategic alliance between DEPM, IDB, ECLAC and CLAD produced and carried out at the ECLAC headquarters in Santiago a course titled "Strategies for Open Government in the Americas”, aimed at public officials of OAS member states, with the objective of training on strategies for the consolidation of more participatory, transparent and open governments.

The electoral observation mission that observed the general elections of May 4th in Panama, led by the Peruvian former congress member Lourdes Flores Nano, presented a compilation of recommendations with the goal to promote efforts to improve the electoral system in the Central-American country.

The Inter-American Network of Government Procurement (RICG) and the DNCP of Paraguay, along with the support of the OAS, IDB, and IDRC organized the Tenth Annual Conference on Government Procurement held on October 28th-30th, 2014 in Asuncion, Paraguay. In the framework of this Conference, a workshop on Sustainable Public Procurement, also known as Green Day, was held.

Representatives of the General Secretariat of the Organization of American States (OAS) participated in the international guests program organized by the Supreme Electoral Tribunal (TSE) of Brazil in order to observe the general elections on October 5th.

The trip took place within the context of the Mission’s efforts to produce reports on the security and social contexts in the different regions of Colombia affected by the Conflict, many of which are in the most remote and inaccessible areas of the country. The information gathered from stakeholders are condensed into reports which are critical to understanding the current conflict dynamics, and essential information for planning post-peace scenarios.

The Project, a collaboration between PUICA and DECO, helped verify the information of 460,898 people to enable them to vote in 2015. Additionally, an evaluation of the implementation of the OAS recommendations in the TSE and the RENAP in 2010 was conducted and new findings were presented to the respective authorities.

Secretary for Political Affairs Participates in Club de Madrid Policy Dialogue: Democracy and Human Rights in Decline? A Call to Action

Dr. Casas Zamora represented the OAS General Secretariat in this high level Policy Dialogue alongside former presidents and authorities from countries across the globe, speaking in a panel on Advancing Democratic Policies and Management Practices in the Americas. The Policy Dialogue was held in the framework of the launch of the Club de Madrid’s Next Generation Democracy (NGD) Project.
