The OAS deploys an Electoral Observation Mission in Bolivia Results Announced: “Inter-American Award on Innovation for Effective Public Management – 2014” OAS participates in II International Forum for Dialogue and Development organized by the Government of Peru
The DECO / OAS deployed a mission comprised of 55 experts and observers for the October 12 presidential and legislative elections. The Mission undertook a thorough analysis of the following topics: electoral organization technology, participation of men and women in the electoral process, campaign finance, media analysis, the participation of underrepresented groups in the election, the vote of citizens living abroad, security and electoral fraud, and electoral dispute resolution.

The Chief of Staff of the Secretary General, Hugo de Zela, and DSDME specialist Katalina Montaña, participated in the II International Forum for Dialogue and Development, during which social conflict and government responses to such conflict were analyzed. Government officials from 16 LAC countries and Spain, as well as more than 400 invitees from different Peruvian sectors, attended the event.

OAS/DECO deployed a mission composed of 35 experts and observers for the October 5 regional elections in Peru. The EOM, led by Uruguayan politician Sergio Abreu, observed the following different aspects of the electoral process: electoral organization technology, participation of men and women in the electoral process, campaign financing, the participation of underrepresented groups, security and electoral fraud, and electoral dispute resolution.

Moisés Benamor was invited to participate as a panelist in the First Ibero-American Parliament of the Youth, held from the 17th to the 19th of September in Zaragoza, Spain, titled “Democracy and Political Participation”. Additionally, bilateral meetings were held with the Senate and the Congress of Deputies of Spain.

Moisés Benamor was delegated to participate in the celebration if the 20th anniversary of FOPREL, held on the 25th of August. Several bilateral meetings were held with the representatives of the legislative branches of El Salvador, Guatemala, Nicaragua and the Dominican Republic in order to define technical cooperation activities to be implemented in the upcoming months.

Between September 22nd and 26th, 40 members from electoral organizations in the Americas exchanged experiences on electoral accessibility and participation. This DECO initiative relies on support from the National Electoral Institute (INE) of the United States of Mexico, the International Institute for Democracy and Electoral Assistance (IDEA), the International Foundation for Electoral Systems (IFES), and the Trust for the Americas.

DECO attends the Russian Federation elections DGPE / OAS supports the improvement of administrative careers in The Dominican Republic DECO shares experience in European forum
DECO specialist Ana María Díaz traveled to Moscow as a special guest to observe the elections held on September 14. 30 governors, 680 regional deputies to parliament, 3 mayors and more than 41,000 municipal deputies were elected. Secretary Casas-Zamora took part in a panel on fairness in electoral competition in this International Seminar co-hosted by IDEA International and the Supreme Election Tribunal of Costa Rica. The Seminar took place August 13-14 in San José, Costa Rica.

DECO shares experience in European forum Secretary Casas-Zamora comments on 2014 UNDP Human Development Report in regional launch held in San Salvador DECO and DGPE implement a joint project to strengthen ID systems in Guatemala
Two DECO staff members, Alejandro Urízar and David Álvarez, participated in a forum titled "Democratic consolidation and Processes in the Southern Mediterranean" on September 15 and 16, in Lisbon, Portugal. The meeting was organized by the Council of Europe. Secretary Casas-Zamora provided comments on the 2014 UNDP Human Development Report on vulnerability and resilience at the regional launch of the publication held August 26th in San Salvador. Dr. Casas Zamora reflected on aspects of the report of particular relevance to Latin America such as poverty, inequality and citizen insecurity.

First Inter-American Meeting of Presidents of the Legislative Branch, Parliamentary Forums and Integrations Parliaments of the Americas

This first inter-American meeting was celebrated on the 18th of July, with the participation of legislative authorities of 26 Member States together with the Presidents of several forums for integration and regional parliaments. During this meeting, two discussion tables took place on the topics of Open Parliament and the role of legislators in the promotion of sustainable development, resulting in the adoption of the Declaration of Lima.
